COVID-19 Updates (18/3)

At the time of writing, 204,264 cases of the coronavirus have been reported with 8,244 deaths. Though China, Italy, and Iran continue to be the top 3 countries that are most affected by this pandemic, Spain and Germany both now have more cases of the coronavirus then South Korea. Both Spain and Germany now report more than 10,000 cases of COVID-19 and with 2084 and 2606 new confirmed cases respectively.

China has reported 81,102 cases and 3,241 deaths since the outbreak began last December. That is an increase of 35 cases that excluding Hong Kong and Macao.

Sri Lanka has suspended all flights arriving into the country for two weeks, effective midnight today for two weeks.

Liberia, Tanzania, Greenland, Montenegro, Djibouti and Zambia all have reported their first confirmed case of COVID-19.

Bolivia closes border to curb coronavirus spread.

Trump confirms the US-Canada border will be closed to non-essential traffic.

NBA player Kevin Durant is tested positive for COVID-19, and 3 other players are tested positive. Currently, 7 players in the NBA are known to be infected.

Hong Kong Experts: Wuhan Coronavirus originated from China is an "outcome of Chinese bad habits";
Many Countries Unprepared Due to WHO's Slow Response

The naming of the novel coronavirus has stirred up disputes, as China opposed the insertion of "Wuhan" despite that it is the origin of the virus.

Professor Yuen Kwok-yung, a SARS expert and microbiologist at the University of Hong Kong, and honorary assistant professor, Lung chun-bong contributed an article to Ming Pao on March 18. They wrote that using Wuhan coronavirus or Wuhan pneumonia in daily communication and media coverage is for the sake of mass communication. The name is easier for the public to understand, compared to the formal term adopted in scientific debates or academic discussions.

Yuen and Lung expressed that during the 2013 SARS outbreak, coronavirus was found in civet cat, leading to an outright ban of game meat trading in China; however, 17 years later, the game meat market is flourishing in China. In other words, China seemed to have forgotten the hard lesson of SARS epidemic. Yuen and Lung criticized the behavior allowing fresh game meat to become food delicacy in modern cities as eye-popping.

The article pointed out directly that the South China seafood wholesale market in Wuhan was the origin of the coronavirus. The virus was spread through cross-infection and mutated from its natural host to an intermediate host and to human being, eventually causing human-to-human infection.

The Wuhan Coronavirus was described in the article as an "outcome of Chinese bad habits" which include the "indiscriminate hunt of wild animals, inhuman treatment of animals, and lack of respect for life". The article concluded that should such culture remain, SARS 3.0 would certainly breakout in some ten years later.

In response to China's statement that the virus was originated in the United States, the article criticized such statement as "unsubstantiated", "self-deceiving" and should be stopped to avoid making fool of themselves.

The article also criticized "the World Health Organization for being slow in its decision to declare a pandemic of COVID-19". As a result, many countries are left insufficiently prepared in anti-epidemic measures vulnerable for the disease. For the time being only Singapore, Hong Kong, Macao and Taiwan are better guarded for virus attack.

Confrontations between China and US undercuts HK’s press freedom

On Tuesday (March 17), Chinese government announced it would expel foreign correspondents of 5 US-based news outlets, the New York Times, the Wall Street Journal, the Washington Post, Time magazine and VOICE of America, from covering news in China, including Hong Kong and Macau. Members of the Legislative Council of the information technology sector, Mr Mok Ngai-kwong, said he would raise an urgent inquiry in Legislative Council Meeting today.

Mok pointed out that US media played a key role in reporting events related to anti-extradition movement in Hong Kong last year, exposing police brutalities to the world. He believed that the political confrontation between the Chinese and US Governments has spilt adversely on Hong Kong, severely undermining its freedom of speech and the freedom of press.

Police Display Reporter's Personal ID on Live Stream Camera,
Privacy Commissioner: Difficult to Seek Legal Pursuit


Last year, a Stand News reporter was intercepted by riot police who intentionally displayed the reporter's ID card in front of a camera during a live broadcast.

Sources revealed that the Hong Kong Journalist Association met with the Privacy Commissioner on March 17. The Commissioner acknowledged that showing personal identification in front of a live camera is difficult to seek legal pursuit and considered amendments to existing privacy ordinance necessary.

20-year-old protester granted bail after 120-day detention

During the police siege of #PolyU last November, police also arrested many citizens who joined protests in a hope to save the trapped ones inside the university campus. Among them, a 20-year-old woman, surnamed Kwong, has been detained for almost 120 days.

Of the 19 defendants charged with riotting in the same case, all but one of them was suspected of possessing weapons, and the remaining 17 had been released on bail.

Kwong applied on March 18 to Kowloon City Magistrates Court for bail review. The prosecution did not object to the application, and the Acting Magistrate postponed the hearing to March 24 at the West Kowloon Magistrates' Court.

During this period, the defendant was granted a cash bail of $40,000 on condition including residence at a designated address, denial of departure and surrender of travel documents. A curfew is imposed and regular check-in to the police station is required 3 days a week.

Police Commissioner Rejects Independent Inquiry into Yuen Long July 21 Attack, Blaming Legislators and Lawyers for Damaging Police-Public Relations


On 21 July 2019, police were absent when an armed mob brutally assaulted civilians in Yuen Long railway station and on the street. The incident
has scarred the hearts of many Hong Kong people: Not that it took the police as long as 39 minutes to arrive, but also there were reports about the police turning a blind eye to the attacks.

For the first time, Police Commissioner Chris Ping-keung Tang acknowledged that the time spent on the operation could be improved; however, Tang tried to explain it away by saying that the "complicated operation" involved multiple issues, including people purposefully inciting hatred by amplifying certain aspects of the incident.

Tang emphasized that there would be no independent investigation on July 21 incident. He claimed the Complaints Against Police Office had so far received 53 relevant complaints only.

The Independent Commission Against Corruption (ICAC) is currenly conductinh investigation on the 7.21 incident, surrounding the misconduct of public officials. It was reported that, police officers had been asking shop owners in Yuen Long for the progress of ICAC investigation on the 7.21 incident.

Tang explained that the police's investigation into criminal offences is different from the scope of ICAC investigation, despite that officers could be asking for similar evidence.

According to Tang, the standoff between the police and general public was caused by the civilians who attempted to break the law or provided support to those breaking the law: "for these potential law-breakers, our presence is their stumbling block".

Tang also cited some legislators and legal scholars saying it was not tolerable to break the law, given that the police and the government should bear the ultimate responsibility. Tang pointed out that it is dangerous to exonerate those who broke the law.

Tang believes that there has been a lot of fake news and disinformation that smear the Police Force: "I think there are a lot of people in the community who want to isolate the Police Force so that the force cannot enforce the law effectively. They want Hong Kong to be chaotic."

When talking about pay rise for the Police Force, Tang exclaimed that, "I believe that our efforts, especially during this period, will not be less than any of other civil servants, why are we not deserved for a pay rise?"

He continued to question that, "Why has my staff had to be humiliated in the District Council meetings?" We are all servinv the society, defending justice, and enforcing the law, why should we be targeted?"

A pastor in the U.S. defies a state order and holds a church service with hundreds of people

//On Tuesday night, just before the police arrived, Pastor Tony Spell stood in the pulpit of his Louisiana church and delivered a message to hundreds of worshipers before him and fellow believers around the world.

"I just want to encourage the religious world tonight, Amen!," Spell said in a sing-song voice, building to the crest of his sermon.

"Keep going to church! Keep on worshiping God! ... The church is a hospital for the sick! It's a place of healing for the brokenhearted!"

In holding services for so many followers at his Life Tabernacle Church in Baton Rouge, Spell defied an emergency order by Louisiana Governor John Bel Edwards banning public or private gatherings with more than 50 people to stop the spread of Covid-19.//

Pro-democracy District Councillor Janet Ng Was Attacked By Pro Beijing Supporters

The pro-democracy Civic Party Mei Foo Team issued a statement in regard to the attack on District Councillor Janet Ng Yuet-lan.

On 18 March, pro-Beijing supporters collected signatures to support Basic Law Article 23, an anti-subversion bill that is deemed draconian to many.

District councilor Ng witnessed a young man being attacked by the pro-Beijing group. When trying to understand the situation, Ng was also assaulted by the pro-Beijing supporters. When chasing the attackers, Ng was shoved onto the ground, causing injuries on her face and arm.

The Civic Party has reported the incident to the police.

Editor Note: The collection of signature in support of Article 23 of Basic Law was initiated by Junius Ho, who has denied any links to white-clad triads who attacked residents in Yuen Long on 21 July 2019 but showed appreciate to them for “defending their home”.

Surveillance Cameras in Mong Kok to upgrade to 4K Lens by April; Government Denies Facial Recognition

Editor's Notes: It’s noteworthy that Mong Kok are venues where pro-democracy demonstration take place.

According to Cable News, a fund was granted by the previous Yau-Tsim-Mong District Council to install 4k lens in the surveillance camera at the height of Sai Yeung Choi West Street by April this year.

Introduced 11 years ago following acid spilling incident in Mong Kok, the last District Council further expanded usage of surveillance footage from investigating falling objects from height to any criminal cases. The video footage will be kept for 30 days and police can apply to extract footage of up to six hours before and after an incident.

The Operational Guidelines of the Home Affairs Department state that the video is shot at a fixed angle and range and will not point to any apartment unit. They said facial recognition will not be applied.
