[When Chinese Nationalism Crosses the Border]
Chinese in Melbourne Condemning Hong Kong Protesters, Without Knowing the Cause of the Protests

Watch the full video here

Approaching the camera on the street of Melbourne, the man from China (in red in the video) said that all pro-democracy protesters in Hong Kong should be arrested and charged.

Regarding the Police-Triad collusion where protesters and passers-by were attacked, the man, however, did not think that the triads who had openly committed assaults should be arrested. According to the man, the Triads were just “defending” their homeland.

When asked to comment on the five demands of the pro-democracy protesters in Hong Kong, the man was unable to explain what they are but insisted on the demands' violation of the "one country, two systems" policy.

The interview reveals not only the man's double standard in judging the pro-democracy protesters, the police and Triads, but also the aggrandizing China-centered nationalism that has been spreaded outside China.

Equal Opportunities Commission refused to follow up Police’s insulting phrase – “cockroach”; but condemned addressing mainlanders as “locusts”

[Summary] Yesterday in a homosexual assembly, Ricky CHU, Chairman of the Equal Opportunities Commission opined that it is an undesirable behaviour when the frontline police officers’ insult protesters and people as “cockroach”. The word is absolutely inappropriate. Although it is not a contravention against the discrimination law, police officers should avoid speaking in such an inappropriate manner. He added that the powers for the IPCC (Independent Police Complaints Council) should be enhanced in order to deal with complaints against the Police more effectively.

CHU, former Secretary General of the IPCC, said that the Commission had received enquiries about frontline police officers’ using discriminative word “cockroach” to insult protesters and citizen. He affirmed such word is absolutely undesirable and it should be avoided. The discussion should be in an objective manner.

Although addressing people as insect or animal is inappropriate, it seems not violating the Hong Kong discrimination law and thus the Commission is not able to follow up.

During some protests against parallel imported goods by mainlanders several years ago, protesters had addressed mainlanders as “locust”. The watchdog had condemned the protesters for such uncivilized speech. However, the Commission has never criticized the Police’s insulting expression.

In response to the opinion by the International Experts Panel commenting the investigation powers and abilities of the IPCC are far behind sufficient to deal with the protests of anti-extradition bill, CHU said that he doesn’t object to set up the Independent Inquiry Committee. However, as the IPCC is the designated and empowered authority responsible for handling complaints against the Police, the government should firstly review the powers of the watchdog. If it was found to be insufficient, power should be enhanced. CHU disagreed the Police has been out-of-control and conclusion should only be made with substantial evidence supporting such severe allegation.

CHU also stated that the Commission is going to draft the anti-sexual orientation discrimination law, and consult the public. The way to go will be comprehensive enough to give priority to protect such small group of sexual orientation to be given equal rights in education, occupancy of public facilities and employment. In respect of some cases of Judiciary Review in recent years touching the topic of homosexual marriage, he opined that those cases are more complicated and not easy to accommodate the discrepancies from various stakeholders. In order not to halt the whole campaign, it would be better to deal with the less controversial items first.

Should District Council Discuss Immigration Policies? - Leung Kai Chi

#OpinionArticle
[Editor's Note: Mr Leung Kai Chi is a lecturer at CUHK Journalism & China Studies with research interests in Urban Studies, Media Studies and Hong Kong Society.]

Today, I was unfortunate enough to have watched a video made by the "District Councils Observers" which is formed by a bunch of pro-establishment losing candidates. The video questioned that it is ultra vires for the Tai Po District Council to discuss immigration policies. Eric Tam Wing Fan, former district councillor doubted that "there is no linkage between immigration policies and the District Council".

As I recalled, there were 12 pro-establishment councillors who jointly proposed to support the co-location arrangement in Guangzhou-Shenzhen-Express Rail Link West Kowloon Station, and Eric Tam himself was the seconder. The Express Rail Link station is not located at the Tai Po District, why would you think that the District Council could discuss it then but not now? At the end of the video, they even accused the pro-democratic members of focusing on procedures only when they were the minority, while coming hard when they are in the majority. Hey, this was the trick always played by the pro-establishment camp!

Also, the District Officers who left the meeting (on 17 January) have possibly committed "misfeasance in Public Office". Back in March 2015, when the Tai Po District Council was passing a motion to support the "831 Decision" of the Standing Committee of the National People's Congress, I couldn’t see any District Officers leaving to protest against the “ultra vires act” of the District Council.

Infected police remains in ICU even with improved condition, Health Authority openly speaks about other patients but the police

A 46-year-old police from PTU has contracted COVID-19 earlier. He was once in critical condition and was transferred to the ICU. With an improved condition, he was reportedly still staying in the Intensive Care Unit (ICU).

The media repeatedly asked about the condition of the officer during the press conference held by the Department of Health and the Hospital Authority on April 10. Ho Yuen Ha, chief administration manager of the Health Authority, refused to release any information due to privacy reasons; even though she has openly spoken about other patients' health condition multiple times in the past. The Hospital Authority then replied that it has always respected their patients' privacy, and never intended to make any patient's public.

HK Government Attempts to Censor #WuhanPneumonia but Applies Double Standard When China is Not Involved

In a press briefing organized by the Health Department in Hong Kong on Dec 18, 2020, the authorities attempted to stop a Apple Daily journalist from using the term "Wuhan Pneumonia".

In a reply to media's inquiry, the Hong Kong SAR government also warned the media to "avoid defamation when posing questions".

However, on Dec 21, 2020, the Secretary for Health and Food Sophia Chan in a press briefing referred the newly discovered coronavirus variant to the "UK virus" and the "UK variant".

Stand News inquired whether the Hong Kong government has committed "defamation" for not using the variant's proper name "501Y". The Hong Kong government denied and accused "some media" of "lacking credibility".

Meanwhile, it has become more and more apparent that the anti-defamation rule of Hong Kong government only applies to China, by dissociating Covid 19 from its earlier name "Wuhan Pneumonia".

Other than that, the Hong Kong SAR government
has been using dieases' names which denote a region or a country. For example,

HK Police: Director of National Security Police did nothing 'unethical or illegal' in Prostitution Site

On May 18, 2021, the Hong Kong Police announced that the director of the force's #NationalSecurityDepartment, #FrederickChoi, had not been engaged in any unethical or illegal behaviour.

In March 2021, Choi was found at an unlicensed massage parlour in Wan Chai during a police raid. Though the parlour was a confirmed venue for prostitution and six women were arrested, the police claimed that the senior officer Choi did not committ "any immoral or unlawful behaviour.“

The police stressed that their investigation was undertaken from "all directions and multiple angles". The police claimed that visiting unlicensed masage parlour did not breach the law, so Choi was not arrested.
