2 More Confirmed Cases of Wuhan Pneumonia in Japan; One Patient Has No Travel History to Wuhan, China

Japan’s health ministry has announced two new cases of Wuhan Coronavirus infection, one of which is a tour bus driver in his 60s serving tourists from China and has no history of stay in Wuhan. This brings the number of cases in Japan to six.

Pregnant mother cannot afford treatment, costing her life and her child’s
as no hospital is willing to take in expectant mother in Wuhan infected with nCoV:

Summary: CCP's total cordon policy for Wuhan and Hubei Province has brought many tragic cases of unnecessary deaths because hospitals there that are exhausted of means and resources do not take in even unconfirmed cases of the coronavirus. This leaves the most vulnerable sectors of the society: the elderly, the existing sick and the pregnant women at very high risks. A tragedy happened at Huanggong, a city near Wuhan, where a pregnant woman and her unborn child were given up to die because her stressed husband cannot raise further money to find willing medical facilities to perform initial tests to check what was the nature of her disease.

(Editorial note: CCP's radical policy triggers off pan-societal fear and stigmatisation against any person who has any 'suspicious' or suspicious symptoms for initial testing and hospital take-in. Hospitals' bureaucratic passing the bucket add to the misery. The result is people are left to be died by themselves because they are deprived of the access to the public hygiene system. )

It has been over a week since Wuhan has been cordoned off. Many people in Wuhan are desperate to seek outside help, including an expectant mother who suspects she may have been infected with the nCoV.

Ms Gong, 39 weeks pregnant, says “We called the hospitals specialise in treating patients with fever, but they all said they don’t take in pregnant women with fever anymore.”

The local maternal and child care service centres pushed back pregnant women by telling them to the obstetrics specialise hospitals for delivery. If they have fever, they should go to 'other hospitals' that take in patients that treat "fever only" and "nothing else". Yet many hospitals at Wuhan refuses to take in pregnant women with nCoV patients or suspicious cases or not even diagnosed cases as long as the hospitals staff think that people having similar symptoms of the nCov, such as fever.

Even expectant mothers are struggling to have hospital beds, let alone ordinary citizens. For example, a family of three caught the nCoV have to self-quarantine at home where they do not medical supplies and medication. A patient says that hospitals often pass the buckets of taking in patients to each other, leaving patients have to go around to find suitable places for treatments. This often worsen the patients' conditions.
The National Healthcare Security Administration claims that they will ensure nCoV patients will not be denied of treatment because they are unable to afford the cost. At present, the most difficult part is even to find places for proper testing and diagnosis. At Huanggang, a city near Wuhan, a 31 year-old pregnant woman passed away today because obstetric test strips for preliminary test is not available. Her husband said that he had tried his best to save his wife by borrowing more than $200000 Yuan. However, he was forced to give up on further seek of medical treatment because he cannot raise more money. In the end, that cost the lives of his wife and their unborn child. The deceased woman died without even having any actual accurate dialogises of the cause of death. The authority just vaguely put down 'causes' of death as 'severe pneumonia' and 'failure of breath' on the paper.

Government: Building Isolation Camps Without Bidding; Refuses to Answer the Origins of the Materials

Apple Daily quoted various sources and revealed that the government is expanding the Lei Yue Mun Park and Holiday Village for a temporary isolation camp. At the moment, around 11 white container houses have been placed at the basketball court and the cycling area, each installed with windows and doors with an estimated size of about 100 square feet. The newspaper learned that the contractor of the project was China State Construction International Holdings Limited (CSCI), a Chinese-funded corporation. While the expansion would be rounded up within 1-2 months, the camp would be functional during the construction. Sources doubted that the containers were second-hand containers manufactured in China, and were worried that they were sent to Hong Kong without standardized disinfection treatment.

The Apple Daily has received several photos taken when CSCI staff and workers began construction, who also held a banner that said “Activation of the Hong Kong Emergent Epidemic Prevention Isolation Centre Project”. A CSCI employee revealed to the reporter, that this project still remains in the dark. Staff members of the company’s Hong Kong headquarters knew little about it, and he had no clue how many in the photos were from mainland China. “On the one hand you are building isolation camps; on the other hand, you are attracting mainlanders to come to Hong Kong. The inconsistencies!”

Chinese Government willing to issue force majeure
Market fears contract breaches by Chinese firms

Force majeure, meaning irresistible force, is a legal term which often occurs as a common clause in contacts to free both parties form liabilities and obligations. It is used in the occurrences of extraordinary events or circumstances beyond the reasonable control of both parties. In the natural context, these include earthquakes, typhoons, floods and tsunamis; and in social context, wars, construction of infrastructure and other government policies.


(2 Feb) As reported by CNBC, the China Council for the Promotion of International Trade (CCPIT) recently stated that, if local Chinese companies could not fulfil their responsibilities in multinational contracts due to the widespread coronavirus, China would issue force majeure, allowing these companies to breach their contracts without consequences. Many traders suspect that such move would cause the international commodity market to take a hammering, especially in the quotation of energy and raw materials, due to fear of contract breaches by many Chinese enterprises.

The CCPIT stated such move was to protect the interest of Chinese companies, as well as reducing their losses (due to the virus). To apply force majeure for their contracts, Chinese companies would be required to provide several documents, including proof of delay, (evidence for) the cancellation of shipping via air, land and sea, agreements or contracts of export, and customs declarations.

WHO Addresses Hoaxes that Cats and Dogs can Spread the Coronavirus

Editor’s note: The unstoppable spread of coronavirus in mainland China has caused terror amongst Chinese citizens. What is more notable is the fear that the coronavirus possibly having the ability spread to household pets and in turn infecting their owners.

Some media, without proper evidence, mentioned that cats and dogs can be infected with this deadly disease, causing many owners to immediately resort to abandoning their pets. In one tragic incident, an owner threw 5 cats out of the window, instantly falling to their deaths. In an attempt to counter such rumors, the WHO released information to clarify that there has been no proof that cats and dogs can be infected by the virus (the image in blue). However, it is very likely that abandoned and stray pets and animals will continue to stay homeless after such incidents.

Rewards offered for identification of individuals who “failed to report” their travel history to Wuhan. Rewards up to 2,000 yuan in Shijiazhuang, Hebei

Editor’s note: Real-name whistleblowing is a system where the whistleblower has to disclose his or her own identity at the time of reporting.

(29 Jan) In order to stop the pneumonia outbreak from spreading into the region, the authorities in a number of districts as well as the city government in Shijiazhuang, Hebei decided to offer rewards for identifying those who failed to report their travel history to Wuhan from Monday (Jan 27) until the end of the epidemic. Once the report is deemed successful, one can be rewarded up to RMB 2,000.

According to People's Daily, the Headquarters of Prevention and Control of the New Coronavirus Pneumonia Epidemic in Jingxing Mining District, Shijiazhuang made an announcement on Monday with regards to the establishment of “reporting with rewards”, effective immediately until the end of the outbreak. They stated that it was set up with aims to ensure the Wuhan pneumonia outbreak would not spread within the region and to prevent people from "failing to report" their travel history to Wuhan.

Report with rewards up to 2,000 yuan

This real-name whistleblowing scheme is targeted at anyone who returned to Jingxing Mining District from Wuhan and those who have close contact with them since January 14, 2020. Upon verification, the first whistleblower will receive 2,000 yuan for each case.

In addition, Luquan District, which also falls under Shijiazhuang City, has issued the "Rewarding Measures for Reporting Individuals who Failed to Declare Travel History to Luquan from Wuhan". If a real-name whistleblower reports travellers from Wuhan to Luhan, and if these individuals have indeed “slipped through the cracks” upon verification, the first whistleblower will be awarded 1,000 yuan.

The Shijiazhuang Zhengding County Government also implements the scheme of “reporting with awards”. Anyone who reports an individual returning home from Wuhan without registration will receive an immediate reward of 1,000 yuan upon verification.

Confirmed nCoV cases continues to rise in China. On 26 Jan, the Central leading group in response to the nCoV outbreak, led by Premier Li Keqiang, convened the first meeting in Beijing. The meeting pointed out the most important work each level of the government should do in the outbreak.

It also emphasizes the importance to prevent the outspread inside and outside of Hubei Province and Wuhan. Don, ex-organizer of Google, claimed that most of the managers in charge of Chinese department in Youtube are mainland Chinese. So, they are more alerted to the words forbidden by the Chinese Communist party, such as Independant of Tibet. They are particularly strict on videos of these topics. UAE Donates COVID-19 Test Kits from BGI to Nevada, U.S. Government Warns Against Using it for Fear of Leakage of Patient Privacy

The United Arab Emirates (UAE) donated 250,000 doses of Chinese-made COVID-19 test kits to the State of Nevada. However, the officials from the U.S. Department of Foreign Affairs and Homeland Security privately warned the State of Nevada not to use this batch of test kits due to concerns over patient privacy, the accuracy of the kits, and the involvement of the Chinese government.

U.S. intelligence agencies have been warning that China and other countries may use test samples to learn about the medical history of the tester, illnesses, or genetic characteristics of the test subjects, but they have not provided evidence. According to an internal email obtained by the Associated Press under the Public Records Act, the office of the Governor of Nevada shows that the U.S. authorities are most concerned about the test kits produced by BGI Group from China, the largest gene-sequencing company in the world.

William Puff, a Homeland Security regional attaché at the U.S. Embassy in Abu Dhabi, sent an email to Nevada officials, “I hope that the leadership of the Nevada COVID-19 Task Force is aware of this. As a result, they can make an informed decision and know some concerns of the U.S. government."
