Questions Over Police Abuse of Powers as Government-owned CSI masks were Seen Given Away

Under the shortage of masks in Hong Kong, civilians filmed that a police officer handed out at least 2 boxes of masks manufactured by inmates at Correctional Services from a police car to a woman. The public questioned whether the police have abused their powers.

In their response, the Hong Kong Police Force did not deny that CSI masks had been given away. In a general statement, the force only mentioned that no epidemic prevention material has been taken for "personal use".

Owner of AbouThai hopes to open a face mask production line in Hong Kong with help from Li Ka Shing Foundation

The well-known “yellow” (pro-movement) business, AbouThai, obtains thousands of boxes of face masks from Thailand today, which attracted long queues. The business has reserved a portion of masks for Hospital Authority frontline health care workers and border control staff (including those from Customs Department, Immigration Department and the Department of Health). 

Shop owner, Mike Lam, had worked in customs before. He follows current affairs and politics closely, and has posted on social media on 11 June 2019 in support of the shopkeepers' strike the next day. "Since the beginning of January, when I saw how the epidemic was unravelling with the lack of supply of face masks among general public, I had already started to increase my inventory,” said Mike, in his interview with Hong Kong Citizen News.

"My company sells Thai products and Thailand also exports face masks. I hope that I can help Hong Kongers, particularly frontline health care workers and frontline workers at the borders. As an entrepreneur, I need to fulfill my social responsibility." He mentioned that at earlier on when supply was still adequate, he had provided masks to individual district council members to meet the needs of the community. But nowadays, it is much more difficult to secure a sufficient supply of masks

Mike said he normally gets his masks from different Thai suppliers. As the virus started to spread, “every supplier is now facing an increase in global demand. Many places around the world are experiencing a shortage surgical face masks for various reasons. I am queueing up as well. The fact that I managed to get hold of a large supply today is probably just luck,” he explained.

Mike knew about some low-income families in Hong Kong who have been washing their masks and reusing them. "I cannot accept that this is happening in a world-class city. This is worse than the third world. How can the government find this acceptable?” He is not certain when the next shipment of masks will come. "It is difficult to say. Even friends working in the disciplined services, in Hospital Authority and my family are all lacking face masks."

The 13 shops in the AbouThai chain were each given a quota of 300 boxes of masks (a total of 3,900 boxes for all 13 shops) this morning. Each person can purchase one box (50 each) at $49. There were long queues at every shop this morning. 

Having seen the shortage of face mask worsened, Mike was hoping that he could contact the Li Ka Shing Foundation to obtain funds or a loan to set up a factory for manufacturing face masks. "If I have $100 million, I can open up a production line immediately. I have estimated that the number of masks produced could meet the needs of 7 million citizens for two months, with an average production cost of $0.24 each. If so, everyone, regardless of their social class, can buy masks at a reasonable price to ensure health and safety."

He stressed that any prevention is a passive measure. “An active measure against the pandemic would be the government fully closing the borders,” he said. Is it too late? "It cannot wait. It needs to be done now. If you close the border just one second sooner, then it could prevent another person from getting infected.”

Severe Shortage of Masks in Hong Kong; Mainland Chinese Bidding Masks at All Costs

Editor's Note: During this tough period, many purchasing agents told the media that Mainland Chinese had paid South-east Asia manufacturers much higher prices to buy as many masks as possible, and later they could resell at even higher prices in order to take advantage of the current situation; On the other hand, the HKSAR government sent out purchasing contracts with harsh terms, including "the lowest bid wins", to various suppliers when there is a global shortage of masks. Can you believe such an impractical way could buy any mask for desperate Hongkongers?

Even as the supply of surgical masks grows scarcer by the day, the Hong Kong government has turned a blind eye to citizens' urgent needs for face masks. So, many heartful purchasing agents decided to put aside profit-making and prioritize citizen’s need upon this desperate time. They utilized their business networks to contact manufacturers and wholesalers to search for a consistent supply of surgical masks for Hong Kong citizens.

A Hong Kong purchasing agent had ordered surgical masks from a Korean manufacturer and quickly paid the sum in full in order to secure the stock. However, when the shipment had arrived at Incheon port and was getting ready to be delivered to Hong Kong, a mob of mainland Chinese attempted to redirect the shipment to Mainland China by claiming ownership over it. Fortunately, the Hong Kong agent was cautious enough and was at the scene and was able to stop it.

In these desperate times, we, Hongkongers, should unite as one. Please support those agents investing their time and efforts for the sake of the people of Hong Kong; or if you have the time, comment on their Facebook pages to encourage them.

Masks made in the Hong Kong Correctional Services are provided for the government organization, but excluding public hospitals.

Because all public hospitals are under the management of the Hospital Authority (HA) and HA is statutory authority independently, so public hospitals are excluded in the government structure. HA only needs to report to government via the Food and Health Bureau, i.e. similar to ICAC, an independent organization

Public hospitals need to purchase surgical masks themselves for medical staff. Therefore, not enough supply of mask in public hospitals is not the business of the Hong Kong Correctional Services.

Carrie Lam Didn’t Wear Face Mask Visiting Checkpoint at Hong Kong-China Borders

Carrie Lam visited the Lo Wu Correctional Institution where the government-owned CSI-masks were made. During the visit, all visitors were asked to put on protective clothes, surgical masks and hats. Excerpt for Carrie Lam, her hair was not well covered, unable to meet the required standard.

In her other visits to the Shenzhen Bay customs border and Emergency Monitoring and Support Center, she didn’t take lead to wear a mask, putting her health and those around her in danger.

Police not wearing mask properly while stationing at quarantine camp

The SAR Government has finally sent charter flights to evacuate stranded Hong Kong citizens in China's epicenter Wuhan. The returnees will be quarantined in Fo Tan's Chun Yeung Estate, a brand new public housing estate where the actual tenants were denied in last minute after the government forcefully turned the place into a quarantine camp.

Perhaps 'unafraid' of the spread of the virus, a police officer with his mask pulled down was sighted smoking with his colleague at the quarantine camp.

Hong Kong Frontline medical staff deprived of better protection while treating returnees from Wuhan

The HKSAR government dispatched 4 charter flights to Wuhan, China to pick up stranded Hong Kong people, including 14 pregnant women.

Hong Kong's Department of Health confirmed earlier that those who are 30 weeks or further along in their pregnancy and tested negative for the virus, will have their prenatal screening this week, even though they will still be under their 14-day quarantine.

Stand News received complaints from frontline medical staff of the Prince Wales Hospital, pointing out that the hospital's obstetrics and gynaecology day ward does not have negative pressure rooms. Senior management even asked for the return of N95 masks in exchange for lower grade masks that provide less protection, which can put the medical staff at greater risk of infection.

Taiwan will donate 10 million pieces of masks. Chinese netizens: will write "donated by China" on all donations

(1 Apr) Taiwan prepared their pandemic prevention materials in advance and will donate 10 million pieces of masks to countries with severe pandemic outbreak. Moreover, many countries would like to cooperate with Taiwan.  Taiwan is currently cooperating with the United States and the Czech Republic, and also exchanging pandemic prevention materials with the United States and Australia.  In addition, Taiwan will also provide assistance to countries with diplomatic relationships to obtain medical supplies through local purchase.

Tsai Ing-wen emphasized that Taiwan must not stand on the side and is ready to provide assistance to the international community in three aspects: masks, drugs and technology.  The premise for such cooperation is that Taiwan has "strong power" and the government has the "capacity" and willing to fulfill its responsibilities as a member of the international community.  "To show everyone that not only Taiwan can help but Taiwan is helping."
