From Hong Kong Chief Justice Independence to Hong Kong Excretory Independence

(11 Apr) In the panic of the Wuhan pneumonia, Shenzhen is reportedly considering the legal ban of slaughtering and consumption of cat and dog meat. There are speculations that China is using Shenzhen as a first trial to progressively ban cat and dog meat consumption.

This news is worrying, as everyone knows that there is no right or wrong in culture. Chinese people eat cat and dog meat. Mainland Chinese netizens proclaim with conviction that it is their God-given cultural right.

Although Hongkongers were fortunate enough to endure British colonial rule and did away with the inferior DNA of butchering and eating cats and dogs, I have a nationalistic question for the "master of the house" SAR government. Why not abolish what the British left behind, the evil colonial ban of butchering and eating cats and dogs? This could be the Handover of culinary culture from 1.3 billion Chinese people to Hong Kong's 7 million people, fully returning them to Chinese people.

As long as Hong Kong does not recover their Chinese culinary culture of slaughtering and consumption of cat and dog meat, their "Chinese identity" will be incomplete. Just like as long as Article 23 is not enacted, "Basic Law" in Hong Kong will be incomplete.

Exclusive Interview with Yip Kwok-wah: More tough measures will come if Article 23 is not enacted soon

(22-Apr) In the early days of the handover, Paul Yip Kwok-wah, who served as a special adviser to the Chief Executive accepted an exclusive interview. He pointed out that the central government seldom supervised the region government in the past, and he used to follow the principles of "Hong Kong affairs done using Hong Kong style" and "mind your own business" to deal with tasks entrusted by the Central Government.

Paul Yip Kwok-wah, political adviser to the first Chief Executive, Tung Chee-hwa, said that the Basic Law was intentionally left blank in the past, and meant to evolve with the society as it changes. Whether Article 22 of the Basic Law is binding on the Hong Kong and Macao Office or the Liaison Office of the Communist Party of China wasn't clearly stated. The "central supervision" written back then is nothing like what is here today. "The supervision I thought, the supervision I strived for at the time, was that (the central government) supervised the provinces and cities. It was not that they (the two offices) weren't allowed to interfere in Hong Kong. (18 Apr) Luo Huining, the Director of the Liaison Office of the Central People's Government in Hong Kong, made a speech on video a few days ago pushing for the enactment of Basic Law Article 23. He focused his criticism on Hong Kong's national security mechanisms and hinted at the Central Government's unyielding attitude.

According to Simon Lau's analysis, "The Central Government knows that after the LegCo election, maintaining national security with LegCo will only become more difficult. Carrie Lam has already done one piece of dirty work; she cannot possibly do another one. While she is finishing her term and stepping down, the September election occurs. As such, it is an opportune moment to enact Article 23. I predict that this is the CCP's game plan."

Beijing Narrates Hong Kong Pro-democracy Movement into 'homegrown terrorism threatening National Security'

Two news reports in late April were indicative of Beijing’s new approach to Hong Kong affairs by linking social unrest to 'homegrown terrorism'.

• On April 22, Security Secretary John Lee Ka-chiu warned that seizures of “explosive material” by the police in recent months were an indication of sprouting 'homegrown terrorism' in Hong Kong. Under the city’s United Nations (Anti-Terrorism Measures) Ordinance, Hong Kong’s leader could apply to the court for an order to specify that a suspect was a terrorist or terrorist associate, in such case, the defendant may lose the right to remain silent.

• On April 28, Alibaba-owned South China Morning Post quoted a media report that a Belizean citizen (a Chinese) was prosecuted in China for allegedly financing terrorists in the U.S., threatening China’s national security, and fuelling unrest in Hong Kong.

Police Seize Dangerous Chemicals and Explosive Devices

On May 3, the Hong Kong Police Force claimed that they had seized explosive devices and dangerous chemicals which may have been stolen from Polytechnic University in November last year at an abandoned school in Ngau Tau Kok.

The compounds of the abandoned school has been used for multiple counter-terrorism exercises by the Force, with the most recent one taking place on March 12th and at the fourth quarter of 2019. Netizens have since speculated if the materials were intentionally planted by the force, or that they could be training materials for past or future exercises.

Netizens took the discussion online. Some of them posted questions like these:

"Officer, did you leave it there intentionally, or was it an accident?"

"People have claimed that they often see police vehicles parked in front of that abandoned school"

Many of these posts have been marked with a high level of suspicion that the force was behind the discovery of these explosive devices and dangerous chemicals at the abandoned school, using it to frame the protesters involved in the anti-extradition movement and protests.

By referring to the local movement as a threat to national security in recent weeks, Beijing was described to be applying a narrative relating to "terrorism".

Beijing Loyalist Lobbys the Implementation of Anti-Subversion Law in Hong Kong, Despite Opposition

The PRC's National People’s Congress (NPC) and the Chinese People's Political Consultative Conference's (CPPCC) National Committee are holding the annual "two sessions" ("lianghui") in Beijing on May 21 and 22.

Many are worried that Beijing will find ways to discuss or implement the controversial anti-subversion law "Article 23" in Hong Kong, even by breaching "one country two systems" potentially.

Beijing loyalist Chan Man-ki announced her proposal to Beijing about bypassing Hong Kong's legislature to implement what the local population named as the "evil law": By invoking Article 18 of Hong Kong's Basic Law, the National Security Law would be directly added into the Annex III of the Basic Law.

That way, according to Chan, will allow the direct enforcement of the controversial anti-subversion law.

Chinese-controlled Media: Beijing to Bypass Hong Kong's Legislature and Push National Security Law

According to Chinese-controlled news media South China Morning Post, Singtao Daily, OnCC and HK01, the PRC's Chinese People's Political Consultative Conference (CPPCC) members in Beijing were notified to attend a briefing session in the evening of May 21. Xia Baolong, Chinese Communist Party member and director of the Hong Kong and Macau Affairs Office, is expected to be present.

Some delegates foresee that Beijing will address Hong Kong’s national security issues at the two sessions ("lianghui"), including appending national security legislation into Annex III of the Basic Law for the so-called purpose to curb "foreign interference and terrorism".

Sources said Beijing will invoke Article 18 of Hong Kong's Basic Law and directly annex the anti-subversion law into the city's constitution have earlier announced their similar proposals to Beijing.

According to Apple Daily, foreign consulates from US, UK, Canada, Japan and Australia and the European Union office in Hong Kong have yet to receive any similar news.
