China's Hong Kong and Macau Affairs Office (HKMAO) issued 3 statements in a row on April 21, 2020:

1. HKMAO firmly supports a police operation on Saturday to arrest 15 prominent pro-democracy figures on April 18.

2. HKMAO said it is “inaccurate” to say the liaison office is bound by article 22 of the Basic Law, which states that mainland departments must not interfere in Hong Kong’s internal affairs.

“It absolutely has the power and responsibilities to supervise the correct implementation of the One Country, Two Systems principle and the Basic Law in Hong Kong."

3. HKMAO attacked legislator Dennis Kwok, who has been presiding over meetings of Legco's House Committee.

“Why does he hate the national anthem law so much? Does he really agree with the One Country principle? Does he really uphold the Basic Law and pledge allegiance to the Hong Kong SAR under the central government?” the China's office questioned.

China's Hong Kong and Macau Affairs Office: Beijing to Send Personnel to Hong Kong to Cope With COVID-19

On 31 July, the Hong Kong government postponed the Legislative Election for 1 year to 6 Sept, 2021 and said China's National People Congress will make decide on further arrangements for Hong Kong. On the same day, China's Hong Kong and Macau Affairs Office said they were "requested" by the HK government, so Beijing will send personnel to Hong Kong to manage the "high demand" of Covid-19 tests and "speed up" the set-up of temporary quarantine and treatment centres.

More Chinese Health Officials to Arrive in Hong Kong to Assist with Testing for Covid-19

On July 31, China's Hong Kong and Macau Affairs Office released a statement that China would send their personnel to Hong Kong to assist in COVID19 testing. Immediately on August 1, China's National Health Commission announced that 7 Chinese health officials would arrive in Hong Kong the next day (August 2, Sunday), just as Chief Executive Carrie Lam raised the possibility that the Hong Kong population could be tested for Covid-19.

The 7 Chinese officials are part of a 60-membered team sent by China to Hong Kong. Another 6 officials from Wuhan, the epicenter at the start of the coronavirus pandemic, will also go to Hong Kong and assist in transforming the AsiaWorld Expo convention centre into a facility for treating Covid-19 patients.

Dr Chuang Shuk- kwan, head of the communicable disease branch of the Centre for Health Protection in Hong Kong, said on August 1 that she only learnt about Beijing's arrangement on TV. She believes that the Chinese team would be exempted from COVID19 examination upon arriving in Hong Kong.
