In Taipo, the police yelled at a family where two parents were out with their three-year-old child riding a tricycle.
Unbelievable as it sounds, the police warned of arresting the family for unlawful assembly.
As the couple voiced their disagreement with the police, the police shone flashlight at the eyes of the woman directly.
Apparently, hanging out with your family at night could be considered violating the law after the emergency powers of the government were invoked and the Anti-Mask Law is enforced.

Carrie Lam, the Chief Executive of Hong Kong, said Hong Kong endured "a very dark night" the day before because of the rioters' radical actions (4 October), commenting that as chaos erupted in multiple districts, such violence threatened public safety. She believed this to be a concrete reason to introduce the Prohibition On Face-Covering Regulation. She asked that the citizens to condemn violence and sever relationships with rioters.
Mr Lee, a participant of the protest, said Hong Kong has been going through dark times since Carrie Lam proposed the Extradition Bill. Even though she claimed she wanted sincere conversations with Hong Kong citizens, she forcefully enacted the anti-mask law, and Mr Lee described this action as Carrie Lam’s attempt to extinguish a fire with gasoline, or even to start another fire. He further suggested that she should sever the government’s connection with Beijing. Another protester, Mr Chan, said that the protests started because the government had no credibility and he disagreed with the anti-mask law. Another Mr Chan said that the implementation of the Emergency Regulations Ordinance bypassed the normal legislative procedure, reflecting that the government was moving towards Authoritarianism.

Traffic on Hong Kong’s metro system (MTR) slid by the most since the 2003 SARS epidemic as MTR Corp.’s lines were targeted by anti-government protesters. Passenger numbers on the subway fell 7.5% to 131 million in August.
The dissatisfaction to MTR first started when it suspended part of its service for the approved "Kwun Tong Demonstration" and used the trained to transport large number of police officers after Beijing accused it for providing services to "Rioters" and not facilitating police action.
The situation took a nosedive after the 831 Prince Edward indiscriminate attack by Police. The Police forced journalists to leave the scene and ambulancemen were delayed to entered. Added that the actual number of victims had not yet been confirmed and Station was closed for 2 days for no reason, citizens has demanded the disclosure of the CCTV on that night. Some has even taken juridical action but the CCTV footage has not yet been released until today. It made MTR renamed by citizens as Military Transit Railyway / Murderous Transit Railyway / Communist Party Railway and etc. After that, there were scattered destruction in different MTR Stations as a means of protest.
Later in 20 Sept, MTR new chairman, Rex Auyeung, said during an interview with Beijing-own media that facilitating the Rioters to protest and leaving the scene was an ugly and shameful past for MTR and they would set up their own security team. And the MTR continued to stand with the government, shutting down stations when there were protests in the surrounding areas and sending trains to deliver police, where police often rushed out from stations to arrest citizens. Damaging of MTR equipments and facilities therefore continued. With the implementation of the Emergency Regulations Ordinance, protests upsurged and the whole network of MTR network was suspended on 05 Oct due to severe damages to the station equipments. The suspension of service has become a part of HK daily life.

Exploring the Appointment of “Special Constables" by the Emergency Powers
According to Sing Tao Daily, a pro-Beijing newspaper in Hong Kong, the HKSAR government is exploring the possibility to borrow manpower from current disciplined services to serve as "special constables".
Any willing person from the fire services department, the immigration department, the customs and excise department, the correctional services or other disciplined service could be appointed as a “special constable”. The person would execute orders (non-frontline duties such as escorting) assigned directly by the Commissioner of Police under the authorization of the Chief Executive.
According to that Sing Tao article, this approach relies on the exercise of the Emergency Regulations Ordinance or Clause No. 40 of the Public Order Ordinance:
“The Chief Executive may at any time by order authorize the Commissioner of Police to appoint in writing any person who is willing so to act as a special constable for such period as may be specified in such order by the Chief Executive” and
“A person appointed as a special constable shall, when acting as such, have the same duties, powers, protection and immunities as are imposed or conferred by this Ordinance or any other law on a police officer.”
