/The Senior Executive Service (SES) is a corps of approximately 7,000 men and women who administer public programs at the top levels of federal government in the United States. The SES was established by the Civil Service Reform Act of 1978, which went into effect on July 13, 1979. Members of the SES serve in key positions just below the top Presidential appointees. They are the major link between these appointees and the rest of the Federal workforce. SES members operate and oversee nearly every government activity in approximately 75 Federal agencies.

The U.S. Office of Personnel Management (OPM) manages the overall Federal executive personnel program, providing the day-to-day oversight and assistance to agencies as they develop, select, and manage their Federal executives. The SES is governed by one distinct personnel system in which the same executive qualifications are required for all members.

SES members are paid at the rate of 120 percent of the rate for GS-15, step 1, and can earn up to the rate for Level III of the Executive Schedule. There are also provisions for critical position pay and performance awards. SES career appointees have civil service protections; they may only be fired or suspended for more than 14 days for misconduct, neglect of duty, malfeasance, or failure to accept a directed reassignment or to accompany a position in a transfer of function.
