Non residents can use their type C RUB to buy shares of non-Russian companies from Russian residents.
The tender is limited to RUB 100,000 per person selling.
After the purchase I would imagine the international buyers would need a licence from Belgium to unblock the non-Russian shares.
Submission deadline 8th of May
Settlement 29th of July
In my opinion we will see a limited turn out unless Belgian regulator will get on board.
I doubt they will have a decision ready by the 8th of May, but we will see.

Russian CBR has blocked all Russian issued Eurobonds that were purchased after the first of march and had an unfriendly link in the ownership chain.
Exceptions are for buyers on electronic venues up to 28th of March.
Such bonds can not be exchanged or sold.
Coupon payments are under question, but it is possible they will become segregated as well.
Russian sovereign bonds/eurobonds are omitted from the legislation.
