โMilitarily, what the Europeans are able to provide from their stocks, even if they can backfill it from the United States or whatever they might purchase from US stocks, is quite limited in quantity.
US and European stocks are already quite depleted of new munitions, so any weapons that are going to arrive quickly will be limited in quantity and type.
And if the Europeans are planning to buy new production, which is another option for them, that will take time to get to Ukraine.
So itโs not going to change the battlefield balance in any major way. It is a big change, though, for Trump politically, in that heโs long insisted this was Bidenโs war, not his war. Now heโs taken a step towards making it his war.
So whereas I thought a month ago that he could walk away and cut US involvement with no political consequences or fallout, now I think the risks are higher for him.
And so, he has sort of put himself in a tough position now. Much harder for him to walk away from this conflict should things go bad, without facing repercussions domestically.โ

โWeโve argued, multiple times, in multiple different venues that these US personnel should be withdrawn, especially the most vulnerable in Iraq and Syria, but also the other bases.
My view is that the United States does not really have extensive security or even economic interests that are advanced by having 40,000 US forces in the region. Instead, the effect is that anything that happens in the region pulls the United States in. And there arenโt many countries in the region who are excited to see the US military show up, for good reason, after repeated failures, and making bigger messes than when they arrived.
So I do think that the US military presence is a liability, does not advance US interests, and certainly should be downsized.
There is concern about the cooperation between Russia, China, Iran and North Korea, but not that much that US policymakers can do to stop it. Instead, itโs really the opposite. The policies that the US puts in place drive these countries together and exacerbate and encourage that cooperation.โ
