The military wants to be able to use Internet services from satellites in geosynchronous, medium and low orbits, relying on a common user terminal, a capability that is being sold by the industry, but AFRL wants to see further demonstration.
Companies are encouraged to submit proposals for multi-orbit multi-band networks where users can switch between space ISPs as needed.
The experiments are part of an AFRL program called Defense Experiments Using the Commercial Space Internet (DEUCSI), launched in 2017 to explore how new services such as Starlink SpaceX, OneWeb, and others can be integrated with traditional satellite communications networks and be used to support military operations.
The new DEUCSI decision says AFRL plans to fund two to five "multi-band, multi-orbit communications" experiments over the next two years under contracts that can cost up to $40 million per experiment, depending on available government funding.
AFRL says it will not accept proposals focused on a single satellite system. βSolutions capable of operating on a single satellite constellation are of no interest,β the request says. He wants the ideas to "efficiently integrate multiple commercial terminals from a single vendor to create low cost, highly flexible capabilities."
An example use case is communication for the Arctic region.
βSatellite communications in the Arctic region above 55 degrees latitude are currently extremely limited. The emerging commercial Internet space constellations may provide the ability to quickly and affordably provide unprecedented connectivity in this region on par with those available at lower latitudes,β the request says.
