በ2017 ዓ/ም በቅድመ ምረቃ መደበኛ መርሃ ግብር በትምህርት ሚኒስቴር ወደ አዲስ አበባ ዩኒቨርሲቲ  የተማሪዎች ምደባ እንደማይኖር  ይታወቃል።

በመንግስት ስኮላርሺፕ እንዲሁም በግል ከፍለው በዩኒቨርሲቲው መማር ለሚፈልጉ በሙሉ የአ.አ.ዩ  የሚያወጣውን የመግቢያ ፈተና (UAT) እንዲሁም ሌሎች መስፈርቶች ማሟላት ይጠበቅባቸዋል።

በቀን መደበኛ መርሃ ግብር በመንግስት ስኮላርሽፕ ለመጀመሪያ ዲግሪ ትምህርት ለማመልከት ከተጠየቁት መስፈርቶች አንዱ የቤተሰብ የገቢ መጠንን የሚገልፅ ማስረጃ ማያያዝ ነው።

በዚህ መሰረት ፦

1. ከወረዳ/ቀበሌ ወይም መስሪያ ቤት ስለገቢያቸዉ ዝቅተኛነት የሚገልፅ ማስረጃ ከሚመለከተዉ ከወረዳ ወይም ቀበሌ ወይም መስሪያ ቤት ዘርፍ ኃላፊ ማያያዝ ይኖርባቸዋል፡፡

2. የቤተሰቡ ኃላፊ ጡረታ ላይ የሚገኙ መሆናቸዉን የሚገልፅ ደብዳቤ ወይም የታደሰ የጡረተኝነት መታወቂያ ወይም የባንክ ደብተር ማያያዝ ይኖርባቸዋል፡፡
