ተጠቃሚዎች ሥርዓቱን ተጠቅመው ወደሀገር ያስገቡትን ጥሬ እቃ ለምርት ተግባር አውለው ምርቱን በአንድ ዓመት ወይም በጉምሩክ ኮሚሽን በሚፈቅድላቸው ተጨማሪ አንድ ዓመት ጊዜ ውስጥ ለዓለም አቀፍ ገበያ ማቅረብ ያለባቸው መሆኑ በአዋጁ የተደነገገ ቢሆንም፤ የዓለም አቀፍ ገበያ
በመቀዝቀዙ ምክንያት ያመረቱትን ምርት ለውጭ ገበያ ለማቅረብ ያልቻሉ በመሆኑ፤
አዋጅ ቁጥር 1342/2016 የወጣ ሲሆን

Dr. Kenenisa Lemi, Secretary General of the Ethiopian Chamber of Commerce and Sectoral Associations (ECCSA), met with a delegation from the African Export-Import Bank (Afreximbank) today in his office (Sept. 18, 2024: ECCSA)
Both parties discussed prospective collaborations between ECCSA and the bank's various platforms and initiatives, as well as broader cross-continental cooperation efforts.
During the meeting, Annerose Ngemu, Senior Manager of Digital Business within Global Trade at Afreximbank, explained the commercialization operations of the African Trade Gateway (ATG) and the supporting platforms available across East African, Southern African, and Caribbean countries.
The delegation emphasized that the bank is keen to work with ECCSA to support Ethiopian companies in trading both within Africa and with other countries, utilizing its Africa Trade Exchange (ATEX), a B2B and B2G e-commerce platform, among other mechanisms.
Fahad Sensuwa, MANSA Digital Initiative Leader for the East African Region, highlighted the initiative's potential. He noted that MANSA is a platform for due diligence, offering a single source of primary data to facilitate trade within and beyond Africa.
Omar Badr, Client Relations Manager at Afreximbank (East Africa), stated that the bank is committed to promoting African Union initiatives and strengthening the implementation of the African Continental Free Trade Area (AfCFTA). He also explained that the bank seeks to establish partnerships with commercial banks, in line with national bank regulations, to focus on trade finance, investment financing, and import and export assistance.
Dr. Kenenisa Lemi, Secretary General of ECCSA, explained that the Ethiopian Chamber of Commerce and Sectoral Associations is dedicated to promoting trade and investment, conducting research and policy advocacy, and implementing capacity-building initiatives. He expressed enthusiasm for collaborating with Afreximbank, particularly in light of the digitization efforts underway within ECCSA.
"The ECCSA is pleased to collaborate with Afreximbank, as digitization is one of the largest reforms we are currently implementing," said Dr. Kenenisa. He also mentioned that a major trade fair is scheduled for December, offering the bank a significant opportunity to engage with Ethiopian businesses.
Additionally, Dr. Kenenisa emphasized that since the bank is committed to promoting investment and trade among African nations, ECCSA is eager to collaborate to further increase intra-African trade.

የንግድና ቀጣናዊ ትስስር ሚኒስቴር የጫት ላኪነት የንግድ ስራ ፈቃድ ያላቸውን ላኪዎችም ሆነ አዲስ የጫት ላኪነት የንግድ ስራ ፈቃድ ፈላጊዎችን አስመልክቶ በተዘጋጀው የጫት ላኪነት የንግድ ስራ ቅድመ ፈቃድ ብቃት ማረጋገጫ መስፈርት መሰረት ከመስከረም 6 ቀን 2017 ዓ.ም ጀምሮ የአዲስ ፈቃድ ማውጣት፣የነባር ንግድ ስራ ፈቃድ ዕድሳት እና የማሻሻል አገልግሎቶችን መስጠት ይጀምራል፡፡
በዚሁ መሰረት ላኪዎች አዲስ አበባ ጉርድ ሾላ ሴንቸሪ ሞል አጠገብ ከሚገኘው የሚኒስቴር መስሪያ ቤቱ የወጪ ንግድ ግብይት የስራ ክፍል በግንባር በመገኘት የተዘጋጀውን መስፈርት በማሟላት አዲስ የቅድመ ፈቃድ የብቃት ማረጋገጫ ሰርተፍኬት በማውጣት፣ ነባሩን በማደስ ወይም ማሻሻያ በማድረግ የንግድ ስራ ፈቃዳቸውንም በተመሳሳይ በግንባር በመቅረብ እሰከ ጥቅምት 30 ቀን 2017 ዓ.ም ድረስ እንዲያወጡ፣ እንዲያድሱ ወይም እንዲያሻሽሉ እያሳሰብን ከህዳር 1 ቀን 2017 ዓ.ም ጀምሮ ለነባርም ሆነ አዲስ የጫት ላኪነት ንግድ ስራ ፈቃድ ጠያቂዎች የቅድመ ፈቃድ ብቃት ማረጋገጫ ሰርተፍኬት የመስጠት አገልግሎት የሚቆም መሆኑን እንገልፃለን፡፡
ማሳሰቢያ ፡የጫት ላኪነት የቅድመ ፈቀድ ብቃት ማረጋገጫ የወሰዱ ላኪዎች የንግድ ስራ ፈቃድ ማውጣት፣ማደስ እና ማሻሻል የሚችሉት  የብቃት ማረጋገጫውን ከወሰዱበት ቀን አንስቶ ባሉት 30 ቀናት ውስጥ ብቻ ነው፡፡

የኦሮሚያ ንግድና ዘርፍ ማህበራት ም/ር ቤት ከቱርኪዬ ኤምባሲ ጋር በመተባበር በኦሮሚያ ክልል እና በቱርክ ሃገር ባሉ በምግብ ኢንዱስትሪ የተሰማሩ አምራቾችና ነጋዴዎች መካከል ጋር ቨርቿል የቢዝነስ ፎረም በመስከረም 6 /2017 በተሳካ ሁኔታ ማካሄድ ችሏዓል። የንግድ ፎረሙ ላይ በምግብ ዘርፍ የተሰማሩ አስር የሚሆኑ የክልላችን አስር የቱርክ ኩባንያዎች የተሳተፉ ሲሆን በተለያዩ መስኮች በጋራ መስራት በሚችሉበት ሁኔታ ላይ በስፋት ተዋይተዋል። በኦሮሚያ በኩል የተሳተፉት በአብዛኛዉ ከአዳማና ቢሾፍቱ ከተሞች የተዉጣጡ ሲሆን በቱርክ በኩልም ከቱርኳዓናቶለዒያ በምግብ ኢነዱስትሪ የተሰማሩ ኩባኒዮች ነበሩ። የቢዝነስ ፎረሙ በኦሮሚኣ ንግድና ዘርፍ ማህበራት ም/ር ቤት ዋና ጠሃፊ አቶ እስማኤል ያሲንና የቱርክ ኤምባሲ ኮመርሻል አታሼ ም/ር ጠሃ አልፐሬን የመክፈቻና የእንኳዓን ደህና መጣችሁ አጭር ንግግር የተከፈተ ሲሆን በዚሁ መክፈቻ በአቶ እስማኢል በኩል ስለ ሮሚኣ ንግድና ዘርፍ ማ/ም/ር/ቤት ተልእኮና ስለዉይይቱ አስፈላጊነት እንዲሁም የቱርምና የክልላችን ባለሃብቶች አብሮ ለመስራት ክልሉ ያለዉን እምቅ አቅምም ጨምረዉ አብራርተዋል። በማስከተልም በሁለቱም በኩል በፎረሙ ላይ የተገኙ ተሳታፊ ባለሃብቶች የኩባኒዮቻቸዉን ፕሮፋኢል እና በምን መልኩ አብሮ መስራት እንደሚፈልጉ ካቀረቡ ቦሃላ ወደ ዝርዝር ዉይይት ተገብቷዓል።

የኦሮሚያ ንግድና ዘርፍ ማ/ም/ር ቤት እና የቱርኪዬ ኤምባሲ በቀጣይም በሌሎች እንደ ጨርቃጨርቅ፥ ብረታ ብረት፥ የጥዳትና የዉበት ኢንዱስትሪ ዘርፎች በቀጣይ ሁለት ወራት ዉስጥ ተመሳሳይ ፎረም ለማዘጋጀት እቅድ የተያዘ መሆኑንና በዚህም የክልላችን አምራቾችና ነጋዴዎች ከአለማቀፍ ኩባንዮች ጋር የመስራት እድል በስፋት ለመፍጠር ለመስራት መታቀዱም ታዉቋል።

የኢትዮጵያ የንግድና ዘርፍ ማኅበራት ምክር ቤት ዋና ጸኃፊ ዶክተር ቀነኒሳ ለሚ ከኢፌዴሪ የሰላም ሚኒስቴር የሰላም መሪ ስራ አስፈጻሚ ዶክተር አወቀ አጥናፉ እንዲሁም የስራ አመራር ዋና ስራ አስፈጻሚ አቶ መብራቱ ካሳ ጋር በሚኒስቴሩ እና በምክር ቤቱ በጋራ በሚከናወኑ የሰላም ግንባታ ስራዎች ዙሪያ ተወያዩ፡፡
በውይይቱ ሁለቱ ተቋማት ሰላም- ለንግድ ስራ እንዲሁም ንግድ- ለሰላም ግንባታ ባለው ሚና ላይ በቅርቡ በጋራ ሊካሄድ በታቀደው ኮንፍረንስ እንዲሁም በሌሎች ተያያዥ ጉዳዮች ላይ ሰፊ ውይይት አድርገዋል፡፡
የሰላም ሚኒስቴር የሰላም ግንባታ መሪ ስራ አስፈጻሚ ዶክተር አወቀ አጥናፉ ሚኒስቴር መስሪያ ቤቱ በተለይም ከንግዱ ማኅበረሰብ ጋር ተቀራርቦ ለመስራትና ሀገራዊ ሰላምን የበለጠ ለማስፈን በሚኒስቴሩ እቅድ በማካተት በቁርጠኝነት እንደሚሰሩ ገልጸዋል፡፡
የኢትዮጵያ የንግድና ዘርፍ ማኅበራት ምክር ቤት ዋና ጸሐፊ ዶክተር ቀነኒሳ ለሚ በበኩላቸው ምክር ቤቱ በሰላም ግንባታ ሂደት የንግዱ ማኅበረሰብ ሚና የላቀ አስተዋጽኦ እንዳለው ገልጸው ይህንን ሚናውን የበለጠ ለማሳደግ ከሚኒስቴር መስሪያ ቤቱ ጋር በትብብር ለመስራት ዝግጁ መሆናቸውን ገልጸዋል፡፡
ሰላም በተለይም ለንግዱ ማኅበረሰብ ወሳኝ መሆኑን የገለጹት ዶክተር ቀነኒሳ ንግድና ኢንቨስትመንትን ለማጠናከርና ኢኮኖሚያዊ መሻሻልን ለማምጣት ምክር ቤቱ የተለያዩ ስራዎችን እየሰራ መሆኑንም አብራርተዋል፡፡
ሰላም- ለንግድ ስራ እንዲሁም ንግድ- ለሰላም ግንባታ በሚል የሚካሄደው ሀገራዊ ኮንፍረስንስም በሀገር አቀፍ ደረጃ ምቹ የንግድ ከባቢ ለመፍጠርና ሰላምን ለማረጋገጥ የላቀ አበርክቶ እንደሚኖረውም ዋና ጸሐፊው አብራርተዋል፡፡
የኢፌዴሪ የሰላም ሚኒስቴር የስራ አመራር ዋና ስራ አስፈጻሚ አቶ መብራቱ ካሳ በበኩላቸው ሰርቶ ለመለወጥም ሆነ በንግድ ውጤታማ ለመሆን ሰላም ቀዳሚው ጉዳይ መሆኑን አንስተው ይህንን ለማረጋገጥ ደግሞ የግሉ ዘርፍ ተዋናዮች ከመንግስት ጋር ተቀራርበው መስራት እንዳለባቸው አስገንዝበዋል፡፡
ሰላም- ለንግድ ስራ እና ንግድ- ለሰላም ግንባታ በሚል በሚካሄደው የጋራ ኮንፍረንስ በርካታ የመንግስትና የግሉ ዘርፍ ተወካዮች፣ ከፍተኛ የመንግስት የስራ ኃላፊዎች እና ባለድርሻ አካላት እንደሚሳተፉበት በውይይቱ ላይ ተነስቷል፡፡
ከኢትዮጵያ ባለፈ ከጎረቤት ሀገራት የንግድና ዘርፍ ማኅበራት ምክር ቤቶችና ከሚመለከታቸው የግሉ ዘርፍ ተቋማት ጋር በሰላም ግንባታ እና የንግድ እንቅስቃሴ ዙሪያ የጋራ የውይይት መድረኮች እንደሚዘጋጁም ተጠቁሟል፡፡

ECCSA and IMF Discuss Ethiopian Economic Reforms, Including Foreign Exchange Reform
The Ethiopian Chamber of Commerce and Sectoral Associations (ECCSA) recently engaged in high-level talks with International Monetary Fund (IMF) experts to discuss Ethiopia's Economic Reforms, with a particular focus on foreign exchange reforms. The discussions centered on implementing Article VIII of the IMF's Articles of Agreement. ECCSA addressed four key concerns raised by the IMF, based on private sector assessments. These include the availability of foreign exchange for the private sector, the determination of exchange rates, the repatriation of dividends and interest income, and the documentation requirements for accessing foreign exchange.
The Ethiopian Chamber of Commerce and Sectoral Associations (ECCSA) was represented by Vice President Dr. Aynalem Abayneh and Secretary General Dr. Kenenisa Lemi, while the International Monetary Fund (IMF) was represented by Ingibjoerg Gudbjartsdottir, an expert from the IMF’s Monetary and Macroprudential Policies Division, along with other IMF officials.
