this is actually quite extraordinary. here’s michael jacobs, NEF member, later co-author of the Fabian Society’s ‘In Tandem’, detailing explicitly what i have said, repeatedly.
only he wrote it in 1991:
‘Broadly, environmental-economic policy making can be thought of as a two-stage process. The first stage is to set targets for the key environmental indicators. These targets define the level at which environmental capacity is to be protected. The second stage is then to
influence economic activity in such a way that it does not exceed these targets. Various instruments must be used (such as taxes, regulations and government expenditure) which constrain the behaviour of individual firms and households.’
