General systems theory creates a model of something, a representation
Input-output analysis studies the flow within to identify especially feedbacks
Cybernetics modifies the feedbacks, with the objective of manipulating it so that it, ie, moves

Cybernetics is the hypothetical manipulation of that flow to control the body
