the trick wrt the BIS doesnt actually lie with the BIS… what they do is create infrastructure which centralise the matters of importance, and then they split that out as a separate group and repeat the process

• the BIS split out its matters of importance in 1988 iirc - when the first Basel framework came to be following the 1987 crash (golly, timing!) - they set capital requirements
• after the 2008-9 crash, the FSB came to be, organising it all
• in 2015, the TCFD was established, creating the disclosure framework
• in 2017 the NGFS came to be, in paralle to the organising FSB, they create ‘scenarios’ which indirectly set capital requirements through Basel, propagated through the BIS

it’s all very clever.

the NGFS SAC will now cherry pick the ‘science’ which bridges environmentalism and economics. once that’s done, the next thing to be filtered in is the ‘just transition’ which couples the social aspect.

each body looks independent, but they're a single pipeline: disclosure -> scenarios -> capital requirements -> asset repricing

the net result is that what truly matters is progressively refined. the NGFS SAC, in my reading, is what matters at present.
