before Clinton announced global surveillance of infectious diseases in 1996 (which led to DoD-GEIS in 1997), Rockefeller had a Bellagio meeting. that's of interest, as the same Rockefeller in their annuals began speaking of the Ecosystem Approach in 1993, before it was eventually defined in 1995 (early definition).
