The most consequential document in the Mara this season is not a migration forecast. It is a petition file in Nairobi.
βββββββββ 1οΈβ£ THE MARA'S SUPPLY QUESTION IS NOW A COURT CASE A coalition β the East Africa Law Society, Natural Justice, JustAct and the Africa Centre for Peace and Human Rights β has filed a constitutional petition in the Environment and Land Court in Nairobi targeting the Ritz-Carlton Maasai Mara Safari Camp, Sala's Camp and Elewana Sand River (per Business Daily, 2 July). Respondents include Marriott International, Lazizi Mara, Narok County, NEMA and KWS. The petitioners want new accommodation development halted in sensitive zones, a 2024 presidential exemption from the reserve's moratorium declared unconstitutional, and an audit of every facility operating in the Low Use Zone and the Mara River Ecological Zone. π― So what: this is not a Marriott story. An audit order reaches every approval issued under the same regime. Pull your EIA licence, lease and zone designation into one file this week and have counsel confirm exactly which zone of the 2023β2032 management plan you sit in. π· Bush | KE | Confirmed
2οΈβ£ MIGRATION SEASON IS SOLID β AND QUIETLY SHIFTING The season has opened well. Private Safaris' Bainito Musumba puts most Mara properties above 75% occupancy with excellent sightings; Hemingways Travel's Joseph Kithitu calls bookings "more measured" β earlier, more price-conscious (per Tourism Update, 15 July). Expert Africa's Richard Trillo says informed travellers increasingly choose Naboisho, Olare Motorogi and Mara North over the reserve itself. π― So what: the premium is migrating from the reserve to the conservancies. Reserve-side camps must sell crossing access and exclusivity explicitly; conservancy camps should hold rate through October rather than chase volume. π· Bush | KE, TZ | Reported
3οΈβ£ UGANDA PUTS TEN YEARS OF TAX ON THE TABLE Uganda's FY2026/27 budget carries a 10-year income tax exemption for high-end tourism developments β US$10m for foreign investors, US$5m for Ugandans β plus VAT waivers and duty-free import of hotel furniture, fittings and equipment (per Daily Monitor and Nile Post, citing Finance Minister Henry Musasizi). π― So what: paired with FHS Africa in Kampala next February, Uganda's pitch is now fiscal, not scenic. If you have been modelling a Ugandan project on Kenyan tax assumptions, rerun it this quarter. π· City, Bush | UG | Confirmed

This stopped being an advisory story and became an entry-rules story. Advisories affect whether guests WANT to come. Entry rules affect whether they CAN. Check your bookings today.

1οΈβ£ RWANDA IS DENYING ENTRY ON 30-DAY DRC HISTORY
Foreign nationals who have travelled to OR TRANSITED the DRC within 30 days are refused entry to Rwanda (Rwanda Ministry of Health, Notice on Enhanced Ebola Prevention Measures). Rwandan nationals and residents may enter but face mandatory quarantine on the same history. Enhanced controls at Kigali International and all DRC land crossings. Note the irony: Rwanda has no cases, and reported no active cases in bordering areas as of 16 June.
π― So what: Audit every forward booking for DRC TRANSIT, not just DRC destination β a guest connecting through Kinshasa or Goma is caught. Any Virunga or Nyiragongo pairing with Rwandan gorilla trekking is unsellable inside the window. Contact affected guests BEFORE they discover it at check-in; an entry refusal at Kigali is a permanent refund and a catastrophic review.
π· Bush, City | RW | Confirmed
2οΈβ£ KENYA AND TANZANIA ARE FRICTION, NOT DENIAL
Kenya's Civil Aviation Authority circular AIC 07/26 requires airlines on DRC/Uganda flights to issue an Electronic Traveller Surveillance Form before departure. Tanzania's Travel Advisory No. 17 (18 May) mandates a surveillance form plus temperature screening at all points of entry. Both countries remain open and unaffected β zero cases, precautionary measures only.
π― So what: Put the surveillance form into your pre-arrival email TODAY with the link. A guest meeting a form requirement at disembarkation is an avoidable bad review. And correct the framing actively β Kenya and Tanzania are being described as restricted when they are not. Nobody else will do it for you.
π· All segments | KE, TZ | Confirmed
3οΈβ£ THE SECOND CLOCK NOBODY IS WATCHING
Uganda's outbreak can be declared over around 27 August. That will NOT clear these entry rules β they are keyed to the DRC outbreak, which continues. Two separate clocks.
π― So what: Build two recovery triggers, not one. Planning your whole SeptβDec recovery on Uganda's declaration will leave you exposed if the DRC rules persist.

βͺοΈ Discount. Entry denial is the purest ability problem β no price opens a closed border.

Ownership, not occupancy, is the story this weekend β a Swiss buyer is moving on the region's largest camp group while Zanzibar's demand curve quietly flattens.
βββββββββ
1οΈβ£ SWISS BUYER MOVES ON EAST AFRICA'S BIGGEST CAMP GROUP
A Squared Holding AG of Zollikon, Switzerland has filed to take sole control of Nawiri Group β parent of Asilia Africa, Go2Africa and Bazaruto. Tanzania's Fair Competition Commission opened a 14-day public comment window on 9 July under section 65(2)(g) of the Fair Competition Act; that window has now closed and the decision sits with the FCC (per TanzaniaInvest, citing the FCC notice). Asilia runs around 15 Tanzanian camps β Sayari, Namiri Plains, Dunia, The Highlands, Jabali Ridge, Roho ya Selous, Matemwe on Zanzibar β plus properties in Kenya and Uganda, and employs 1,000+ people. Existing investors include Norfund and LGT. Price undisclosed.
π― So what: One owner is about to control a large slice of Serengeti and Mara-circuit bed stock plus a major retail channel in Go2Africa. Lock your 2027 agent and DMC rates now, before a consolidated owner resets the market's contracting terms for you.
π· Bush | TZ + KE + UG | Confirmed
2οΈβ£ ZANZIBAR'S GROWTH ENGINE JUST DROPPED TO 3%
Zanzibar recorded 69,605 arrivals in June, up only 3.1% on June 2025's 67,496 β against a 16.2% trailing-year growth rate. Europe supplied 61.9%, average stay was eight nights and 90.1% arrived by air (Zanzibar Commission for Tourism, statistician Hassan Ameir Vuai). Volume bounced 73.4% from May, so peak season itself is intact. It is the year-on-year curve that has flattened β and it is flattening into the 2026 supply wave: Catalonia Grand, Le MΓ©ridien and Iberostar Muyuni already open, Ritz-Carlton Nungwi due late this year.
π― So what: Beach owners, your rate strategy is now competing for 3% more guests, not 16%. Hold your AugustβSeptember nightly rate and buy volume with length-of-stay and inclusions instead β a discounted headline rate this month sets your 2027 tour-operator benchmark.
π· Beach | TZ + ZNZ | Confirmed
3οΈβ£ TANZANIA'S TRAVEL EARNINGS HIT US$4.42BN β AND THE IMF SIGNS OFF
Bank of Tanzania data for the year to May 2026 put travel receipts at US$4,419.1m within services exports of US$8,051.5m, up 14.2%. Total goods and services exports rose 17.8% to US$19.7bn. Separately the IMF Executive Board approved an immediate US$443.9m disbursement on completing the final ECF and RSF reviews, projecting 6.2% GDP growth and naming tourism among the drivers (per TanzaniaInvest).
π― So what: The quiet win here is FX credibility, not the headline. Cheaper letters of credit and easier import cover make refurbishment maths work. If you have 2027 capex, brief your bank this quarter while the IMF review is still fresh on the desk.

4οΈβ£ KIGALI JOINS THE GLOBAL MICE CLUB β AND THE UNDERWRITING IS STILL WRONG
Kigali became the 14th member of BestCities Global Alliance on 16 July (TTGmice). RDB's 2025 report logs 165 events and US$94.7m in MICE revenue β level with the 2023 peak of US$95m from 160 events, and well clear of 2024's post-Marburg dip to US$84.8m and 115 events. Writing in CoStar on 15 July, consultant Dr Emmanuel Nsabimana argues lenders still underwrite East African city hotels on leisure seasonality when corporate, diplomatic and MICE demand is what actually fills them β and that this mispriced both Nairobi's 2,000-room absorption and Kigali's resilience.
π― So what: City owners in Kigali, Nairobi and Dar β rebuild your feasibility deck around delegate pipelines, midweek pickup and account depth, not national arrivals statistics. It changes the stabilised RevPAR you can defend to a lender. Note: RDB calls 2025 a record despite its own higher 2023 figure β treat the two years as level, not as growth.

Nairobi's supply story just gained a second act β and this time the lender holds the keys.

1οΈβ£ EQUITY TAKES CONTROL OF A 211-ROOM NAIROBI HOTEL
Glee Hotel in Runda has been placed under administration, with Kamal Anantroy Bhatt of Anant Bhatt LLP appointed effective 6 July, following a default that court filings put at Sh8.267bn (per Khusoko, citing the Insolvency Act notice and Nairobi High Court proceedings). A bank-commissioned valuation puts the eight-acre property near Sh9.5bn. It opened in late 2023 with 211 rooms, nine meeting rooms and six F&B outlets. It follows Eastland Hotel (Equity, September 2025) and Nairobi Upperhill Hotel (NBK).
π― So what: an asset worth Sh9.5bn carrying Sh8.27bn of debt has barely 13% equity cushion β and that was a 2023 build. Re-run your own debt service against actual, not budgeted, 2026 RevPAR this week and open the conversation with your lender before they open it with you. Buyers: distressed upper-tier Nairobi stock is the cheapest entry point in a decade β register interest with the administrator now.

2οΈβ£ THE JKIA LEVY IS NOW COLLATERAL, NOT JUST A TAX
Kenya will borrow Sh81bn of a Sh116bn JKIA financing package, with the balance from the National Infrastructure Fund and a bond secured against future airport passenger levy collections β Sh18.5bn a year is already earmarked to service airport debt (per Business Daily and Daily Nation, 24 July). The levy applies to every international and domestic ticket sold in Kenya.
π― So what: this is what changed. A levy pledged to bondholders is a levy nobody can cut. Stop modelling any relief on Kenyan air taxes into your 2027 and 2028 rate cards, and write the cost into net-rate contracts with tour operators now rather than absorbing it at settlement later.

3οΈβ£ UGANDA WILL WAIVE PARK ENTRY FOR THREE DAYS
Free national park entry on 25, 26 and 27 September, for Ugandans and foreigners alike, announced by State Minister for Tourism Susan Nsambu Nakawuki while touring Murchison Falls with UWA (per The Independent). Officials framed it plainly as a counter to the fifteen countries still holding advisories against Uganda.
π― So what: the waiver covers entry fees β game drives, boat cruises and permits are not confirmed as included. Lodges around Murchison, Queen Elizabeth and Lake Mburo should build a three-night September package around the dates and sell it into the domestic and regional market this week, before capacity fills. Confirm scope with UWA before you publish a price.

Also noted: Kenya Airways returned its 400-seat 777-300ER to NairobiβHeathrow on 17 July, on four of seven weekly rotations, cutting grounded capacity from roughly 18% of the network to 6β8% (per AeroRoutes and Khusoko). More UK seats into migration and Christmas.

*The week the region's best growth market and its worst health risk turned out to be the same country.*
βββββββββ
**THE THEME: YOUR NEW GROWTH ENGINE HAS A HEALTH PROBLEM**
Read the daily briefs back and the week looks like good news. Uganda counting down to an Ebola all-clear. Uganda Airlines committing to eight Boeing jets. Emirates going triple-daily into Nairobi. Kampala winning FHS Africa 2027. Mombasa clearing 20,000 visitors in seven days.
Now put one more number beside them. Rwanda's largest single source market in the first half of 2026 was not Europe, not the United States, not Kenya β it was the Democratic Republic of Congo, with 185,420 visitors, 12.5% of all arrivals (reported 18 July). Add Uganda, Kenya and Tanzania and roughly 42% of Rwanda's arrivals now come from four neighbours. That is the shape of this cycle's growth right across the region: regional, repeat, cheap to acquire, weakly branded.
And on 24 July the ECDC's weekly threats report put DRC's Bundibugyo outbreak at 2,473 confirmed cases and 999 deaths, spread across 47 of 140 health zones in five provinces. The region has been watching Uganda's 42-day clock. The clock that matters is the one nobody is timing β in the country that is now Rwanda's biggest customer. European leisure demand takes months to leave and months to return. Regional demand can be switched off in an afternoon by a border notice, and Rwanda has already done exactly that with its 30-day DRC travel-history rule. Cheap demand is fragile demand. Price it that way.
βββββββββ
**THE WEEK'S SIGNALS**
1οΈβ£ **DRC'S OUTBREAK IS GROWING, NOT SHRINKING**
The ECDC's Communicable Disease Threats Report for week 30 (published 24 July) and its outbreak page (updated 22 July) cite DRC's INSP situation report of 21 July: 2,473 confirmed cases and 999 deaths, with 50 new confirmed cases and 32 deaths in a single day. Ituri alone accounts for 2,202 cases. Uganda, by contrast, has had no new case since 21 June. We have not seen this translated for operators anywhere in the trade press.
π― **So what:** Stop budgeting for a "post-declaration bounce" in late August. Uganda's all-clear resolves Uganda's outbreak, not the region's risk file. Brief your agents now that the Ugandan and Congolese situations are separate β because the advisory desks in Washington, London and Berlin are modelling DRC's curve, not Uganda's.

The 787-9s are for Europe, Asia and the Middle East; the MAXs for Africa, the Middle East and India. The carrier currently serves 17 destinations in 13 countries from Entebbe.
π― **So what:** This is a long-haul bet placed by a country sitting at US Level 4 with Q1 Entebbe arrivals down 7.9%. Seats, not brand, will set 2027β28 Kampala rates.

1οΈβ£ DRC PASSES 3,000 CASES IN TEN WEEKS
DRC health authorities released updated figures on Saturday 25 July: 3,075 confirmed Bundibugyo cases, 1,354 deaths, 556 recoveries and 755 patients still in hospital or isolation across Ituri, North Kivu, South Kivu, Haut-Uele and Tshopo (per Xinhua and Africanews, 26 July). The death toll passed 1,000 only three days earlier. The 2014β16 West Africa epidemic took roughly eight months to reach 1,000 deaths; this one took under ten weeks. Around 100 staff at the Elikya treatment centre in Bunia struck from Saturday over unpaid bonuses.
π― So what: This is a pace problem, not a cancellation problem. Pull your new-bookings count for the last 7 days and compare it with the same week in June and the same week in 2025. If pace is down while your book still looks full, you have a Q4 hole forming now. Do not discount β nobody is choosing between you and a cheaper camp; they are choosing whether to come at all. Compete on free date changes and deposit protection instead.

2οΈβ£ THE FIRST BUNDIBUGYO VACCINE IS IN A HUMAN ARM
Oxford's Vaccine Group announced on Friday 24 July that the first volunteer received ChAdOx1 BDBV β the world's first human trial of a Bundibugyo-specific vaccine, from concept to clinic in eight weeks, with 50 healthy adults enrolling. Separately, DRC Prime Minister Judith Suminwa Tuluka said on Friday that a vaccine and treatment could be available "within two to four months" (per Xinhua, 26 July).
π― So what: Fact β a Phase 1 safety trial has started. Inference, ours: a Phase 1 read-out does not produce a deployable vaccine for the 2026 season. Treat the Prime Minister's two-to-four-month figure as a political statement, not a planning input. Build no 2026 recovery assumption on a vaccine.

3οΈβ£ THE 27 AUGUST CLOCK IS NOW A REGIONAL RISK
WHO AFRO's 16 July release states plainly that a single imported case from DRC resets Uganda's 42-day countdown to day zero. Uganda's earliest all-clear is therefore about 27 August β and DRC's acceleration is what threatens it. The US CDC's entry restrictions covering DRC, Uganda and South Sudan were renewed on 13 July and run to roughly 12 August.
π― So what: If you sell Uganda, stop quoting "the outbreak is nearly over" to agents. Quote the mechanism instead: last case 21 June, last patient discharged 16 July, clock resets on any import. Agents forgive uncertainty; they do not forgive being told it was fine.

1οΈβ£ TANZANIA TAKES BRITAIN'S Β£58M LAIKIPIA TRAINING BUSINESS
This is what changed. Friday it was one exercise delayed by paperwork; today The Standard (27 July) reports the UK has moved it to Tanzania after Kenya withheld the licences, effectively halting BATUK operations in Laikipia. The exercise is Haraka Storm, due to run in Laikipia September to November. BATUK rotates up to 10,000 British soldiers through Nanyuki a year, and British military activity puts roughly Β£58m β about Sh10bn β into the local economy annually (per The Standard, 24 July).
π― So what: Nanyuki, Timau and Laikipia properties should treat SeptemberβNovember military and contractor room-nights as gone, not deferred, and resell that block this week into migration overflow and domestic conference business. Northern Tanzania operators: British MoD accommodation and logistics demand is now a live tender β get on the supplier list.

2οΈβ£ THE AUGUST FUEL NUMBER IS BEING SET THIS FORTNIGHT
Brent traded at US$90.28 today, down 8.23% on the day on reports of revived USβIran talks β but still up 22.15% over the month (per Trading Economics, 27 July). Houthi forces claimed attacks on Aramco facilities at Jizan and Yanbu over the weekend. EPRA held the 14 Juneβ14 August cycle flat: Super Ksh214.03, diesel Ksh222.86, kerosene Ksh191.38 in Nairobi. EPRA averages landing costs of cargoes arriving up to the 10th of the month β so the next number is being priced right now (per Kenyans.co.ke, 24 July, quoting Prime CS Musalia Mudavadi).
π― So what: the fact is a 22% monthly move in crude with the window still open. The inference is ours: 15 August diesel is more likely up than down. Cost your Q4 transfer and generator lines at Ksh240 diesel and see what breaks. Any 2027 contract on your desk this week needs a fuel-surcharge clause before you sign it, not after.

3οΈβ£ TANZANIA PUTS AN EL NIΓO CONTINGENCY PLAN ON THE BOOKS
The Prime Minister's Office is preparing a costed national contingency plan for El NiΓ±o, with expanded early warning, disaster risk coordinator Yona Benjamin told The Citizen (27 July). The forecast beneath it is older and should be read as such: TMA projected in May a 90% probability of El NiΓ±o conditions developing October to December 2026. TMA director Dr Ladislaus Chang'a urged operators to use the remaining dry months to finish construction.
π― So what: that last line is an instruction, not advice. If you have a refurbishment, a new wing or an access road running on the southern circuit, Rufiji, Selous or the coast, pull completion forward into September. Then re-read your green-season cancellation terms β a 90% flood probability across your OctβDec window is an underwriting question, not a weather one.

The Kenya Aviation Workers Union withdrew the nationwide strike it had scheduled to begin today, after signing a framework agreement on Monday 27 July with the Ministry of Roads and Transport, Kenya Airways, KAA, KCAA and Jambojet (The Star and Capital FM, 27 July). The 20 July strike notice is withdrawn; KAWUβairline talks open today, and the harder round β KAWU with KAA β begins tomorrow, 29 July. 2οΈβ£ OIL ROUND-TRIPPED β AND THE AUGUST FUEL NUMBER SURVIVED IT
Brent went above US$100 on 23 July after Houthi attacks on two Saudi tankers in the Red Sea, then fell to US$90.28 on Monday 27 July β down 8.2% in a session β as the US and Iran paused strikes (Bloomberg and Trading Economics, 23β27 July). The Standard put the intraday peak higher, above US$112, before easing to US$88 (Financial Standard, 28 July). Context on the cost side: CBK's weekly bulletin for the week to 23 July showed reserves at US$13.854bn, 5.9 months of import cover, down from 6.0, with the shilling at 129.53 from 129.34.
π― So what: EPRA prices off the previous month's landed cargo costs, so the spike lands in your September pump price, not the 15 August one β our inference, not EPRA's word. Fix diesel and LPG supply contracts this week while the market is calm, and don't rebase transfer surcharges off a four-day panic.

3οΈβ£ THE WRECK OFF NYALI STAYS PUT UNTIL MID-AUGUST
KMA Director General Omae Nyarandi confirmed the refloating of MV Adan β aground off Nyali since 18 May while sailing Dar es Salaam to Mombasa β will only begin in mid-August 2026, timed to favourable weather and tides (The Standard, 27 July). Yaa Holdings Limited is the appointed salvage contractor; the plan is still in regulatory review. The Coast Guard is running round-the-clock security against vandalism, and maritime sources warn of fuel discharge risk.
π― So what: North-coast resorts get a wreck on the horizon through the whole August peak. Brief front desk today with one honest line, put it in pre-arrival comms before a guest photographs it, and confirm your pollution-event cover with your insurer this week.

The CDC order suspending entry to the US of anyone present in DRC, Uganda or South Sudan in the previous 21 days was published in the Federal Register on 16 July (91 FR 43636, docket CDC-2026-0892). It carries a 15-day public comment period that closes 31 July. In the same document CDC answers the comments it received last round β and two of them asked for exactly what Ugandan tourism needs: that Uganda be assessed independently of DRC. CDC refused, in writing: "the outbreak remains interconnected across national borders." We have not seen a single East African tourism body, airline or destination marketing organisation on that docket.
π― So what: If you sell Uganda to Americans, file a comment at regulations.gov under docket CDC-2026-0892 before Friday, with your own cancellation and rebooking numbers in it. Evidence beats sentiment, and this is the only formal channel that exists.

A green card holder who treks Bwindi cannot go home for 21 days. That is a distinct, high-value segment β diaspora, US-based professionals, repeat gorilla clients β and most of them do not know.

That is day 12 of a 42-day countdown that started 16 July and finishes around 27 August.

We told you 27 August. Kampala said 28 July.
βββββββββ
1οΈβ£ UGANDA IS EBOLA-FREE β THIRTY DAYS EARLY
Health Minister Dr Chris Baryomunsi declared the 2026 Bundibugyo outbreak over in Kampala yesterday morning (Uganda Ministry of Health / Uganda Media Centre, 28 July): 20 confirmed cases, 18 recovered, two deaths, 15 imported from DRC and five secondary β every one of them inside Kampala and Wakiso. "The country is open for business, tourism and all socio-economic activities."
The declaration did not wait for the calendar. WHO AFRO's release of 16 July said Uganda had "today entered the 42-day countdown" β which lands around 27 August, the date we and everyone else had diarised. Uganda instead counted from 16 June, the discharge of the last Ugandan national, and rested the declaration on what the Ministry calls a fully documented importation event: source patient identified, every transmission chain reconstructed, all 836 contacts closed out. Two clocks, one outbreak.
π― So what: Replace the countdown language in every pre-arrival email, agent FAQ and website health notice today with "declared over on 28 July 2026" and the Ministry link. You have a government document now, not a diary date.

2οΈβ£ NOBODY ABROAD HAS SIGNED OFF ON IT
As at 08:00 EAT this morning we can find no WHO statement endorsing the declaration β WHO AFRO's newsroom still carries the 16 July countdown release as its most recent Uganda Ebola item. Washington has not moved either: the CDC order under PHS Act ss.362/365 (91 FR 43636, 16 July) still suspends entry for anyone present in Uganda in the previous 21 days and runs to 4:59pm EDT on 12 August, with returning travellers funnelled through Dulles, Atlanta, Houston and JFK. Across the border, DRC stood at over 3,200 confirmed cases and 1,405 deaths as at 26 July (ECDC).
π― So what: Sell "outbreak over", not "restrictions lifted". A guest who books a US-return itinerary on yesterday's headline still cannot fly home for 21 days. Keep the warning in every American quote.

3οΈβ£ THE DOCKET SHUTTING ON FRIDAY NOW HAS A DECLARATION TO PUT IN IT
Comment on docket CDC-2026-0892 closes on 31 July. CDC refused the previous round of requests to assess Uganda separately from DRC because "the outbreak remains interconnected across national borders." A formal end-of-outbreak declaration landed three days before the window shuts. That reasoning is now testable in writing.
π― So what: If you sell Uganda to Americans, file at regulations.gov by Friday β attach the 28 July declaration and your own cancellation numbers. Last formal channel before the 12 August decision.

1οΈβ£ Uganda's Ebola-free β but the ban tracks Congo, not Kampala
Uganda declared its Bundibugyo outbreak over on 28 July (Ministry of Health): 20 confirmed cases, two deaths, every transmission chain closed. Next door, WHO's Weekly External Situation Report 11 (data to 26 July) puts DR Congo at 3,262 confirmed cases and 1,437 deaths β Ituri alone spread across 28 of 36 health zones, with under 80% of identified contacts traced. The US CDC entry suspension, renewed 13 July and running to roughly 12 August, names Uganda alongside DRC and South Sudan. It keys off the regional caseload β and that caseload is still climbing.
π― So what: Do not sell "Ebola-free Uganda" as reopened access to US-origin guests. The declaration is a reassurance asset, not a border change β hold any "restrictions lifted" line in pre-arrival comms until CDC republishes.

2οΈβ£ Airlines fight border-data charges β at your guests' expense
IATA, AFRAA and AASA jointly urged African governments (30 July) to align Advance Passenger Information and PNR systems with ICAO standards, and opposed states charging airlines for border-security data. Fragmented, fee-loaded schemes raise the cost and friction of the long-haul seats East African resorts depend on.

The Office of the Prime Minister's communiquΓ© of 30 July 2026 appointed Jules Muheto Ndenga as CEO of Airport City β the planned hotel, logistics and commercial district around the new Kigali (Bugesera) International Airport β and moved Brig Gen Munyengango to lead Aviation Travel and Logistics Holding, the state aviation parent (Office of the Prime Minister communiquΓ©, 30 July; en.webrwanda.com, 30 July). Airport construction is running at an estimated 25β30%, with phase one still targeted for 2027. We haven't seen this carried by the regional trade press yet.
π― So what: Confirmed fact β Airport City now has its own chief executive, separate from the airport build. 1οΈβ£ UGANDA'S UTILITY BILL JUMPS β WATER UP 17.5% IN A MONTH
UBOS released July CPI on Friday (31 July): water charges rose 17.5% month-on-month, electricity 2.2%, petrol 1.9%, diesel 1.3% and cooking gas 1.5%. Housing/water/electricity/gas was the fastest-rising category at +2.0%, lifting annual inflation to 4.0% β a one-year high. Food eased, so the pressure sits exactly where a hotel spends.
π― So what: Pull your July water and power bills before you set August rates β this is a margin hit, not a headline. A firm shilling partly shields USD-earning lodges; UGX-cost city hotels wear it in full.

Tanzania's annual inflation held at 4.0% in June (released 31 July, per TanzaniaInvest), food cooling to 4.1% β but transport surged 13.6% y/y on diesel, taxi and bodaboda fares.

The cost side moved this weekend β and Uganda's bill landed hardest.
βββββββββ
A firm shilling partly shields USD-earning lodges; UGX-cost city hotels wear it in full.
π· City & Bush | Uganda | Confirmed
2οΈβ£ TANZANIA'S TRANSPORT COSTS RUN HOT AT 13.6%
Tanzania's annual inflation held at 4.0% in June (released 31 July, per TanzaniaInvest), food cooling to 4.1% β but transport surged 13.6% y/y on diesel, taxi and bodaboda fares.
π― So what: Transfers and excursions are where TZ cost pressure lives. Re-quote transfer-inclusive packages for 2027; don't let a fixed 2026 transfer rate quietly erode margin.
π· Bush & Beach | Tanzania | Reported
3οΈβ£ KENYA'S PARKS HIT 3.5M VISITS β DOMESTIC NOW 60%
KWS reports park visits up to 3.5 million from two million, with domestic tourists now 60% of the total (DG Prof Erustus Kanga, 31 July); the 2028 target is five million.
π― So what: The growth is domestic and shilling-priced. Hold a resident rate and a weekend/school-holiday product β this volume is home-grown, not just long-haul.

1οΈβ£ DRC EBOLA NOW THE SECOND-LARGEST ON RECORD
DR Congo confirmed 3,532 cases and 1,556 deaths on 31 July (DRC Ministry of Communications, via Al Jazeera & CNN, 31 Jul), passing the 2018β20 eastern DRC outbreak's 3,481 total β which took nearly two years. This took about eleven weeks. Africa CDC calls the outbreak "uncontrolled," with contact tracing at 78.3% against the 90β95% needed to contain it (Xinhua, 31 Jul).
π― So what: the virus is ~1,500km from a Mara camp or a Zanzibar beach, but the headline is in your source markets tonight. Brief reservations now; measure booking pace, not just cancellations.

2οΈβ£ THE US BAN HOLDS TO 12 AUGUST β AND THE MATHS SAYS LONGER
Washington's entry suspension for foreign nationals present in DRC, Uganda or South Sudan in the prior 21 days runs to 4:59pm EDT on 12 Aug (US CDC order, per Fragomen, Jul). With DRC tracing below 80% and cases still climbing, an on-schedule lift looks unlikely. US posture today: Uganda Level 4, Rwanda Level 3 (zero domestic cases), Kenya and Tanzania Level 2. UK positions are softer and regional.
π― So what: don't quote US groups a "lifted ban." Sell UK, German and intra-African demand on Uganda's clean declaration; caveat every US-linked enquiry past 12 Aug with a flexible-cancellation clause.

No new developments since this morning β so we went back through the open forecasts, and found one.
βββββββββ
1οΈβ£ THE "JULY 2026" KENYA ADVISORY IS DATED MARCH 2025
We opened the US State Department's Kenya advisory page directly at 13:40 EAT today. The header reads "Travel Advisory β March 17, 2025", and Eastleigh and Kibera sit under Reconsider Travel, not Do Not Travel. Kenya's overall level is unchanged at 2. Several secondary sites are currently describing a "renewed 28 July 2026" advisory placing those neighbourhoods under Do Not Travel. The rendered page does not say that.
π― So what: If a corporate client's risk team has flagged Nairobi on the back of a "new" advisory, send them the page itself. Nothing has substantively changed since March 2025.
π· City | Kenya | Confirmed (page fetched today) β that the late-July action was feed-level only is our inference
βββββββββ
2οΈβ£ FORECAST CHECK: OUR LEAD IS NOW FIVE DAYS
On 29 July we logged P038 β that a Kenyan national outlet would report the advisory re-issue by tomorrow. As of today none has. The Citizen Digital piece now ranking for this story was published 18 March 2025 and merely re-touched at 12:54 GMT today, which is why search presents it as current.
π― So what: If your comms or risk brief is assembled from search results, assume it can be seventeen months out of date. Check the dateline, not the ranking.

3οΈβ£ STILL TRUE AT MIDDAY

π― So what: No advisory or fuel reason to discount this week. Hold rate into the 15 August review.

π 2 August 2026
The week the risk map flipped β from contagion to cost.
Read the daily briefs back-to-back and it looks like a health-and-security week: Ebola, a US entry ban, a Kenya advisory re-issue. But those are the fading risks. Uganda was declared Ebola-free on 28 July, 30 days early. The Kenya advisory that spooked agents turned out to be a feed-level re-issue of a March 2025 page. These are demand-side scares with a short half-life.
The story that firmed up this week is quieter and far more durable: your cost base. Kenya's inflation hit a two-year high, and it is diverging from a benign Tanzania and Uganda. That divergence lands at the exact moment a weak-rand South Africa is selling the same Big Five experience 30β60% cheaper. The headline risk is transient. The margin risk is structural β and nobody put those two side by side day-to-day.
THE WEEK'S SIGNALS
1οΈβ£ Kenya inflation rose to 6.5% in July β a near two-year high, driven by electricity, transport (15.6%) and food (9.0%).
π― So what: your single biggest 2027 threat isn't a headline, it's a cost base climbing toward the CBK's 7.5% ceiling. Model wage and utility creep now.
π· KNBS via Bloomberg / The Star, 31 July 2026
2οΈβ£ Uganda declared Ebola-free (28 July) β yet DRC's outbreak hit 3,605 confirmed cases, 1,587 deaths, 44% CFR across 49 health zones.
π― So what: the US ban won't decouple Uganda from DRC on epidemiology. Treat the 12 Aug renewal as a regional-contagion tax, not a Uganda verdict.
π· WHO AFRO Situation Report 11 / Uganda MoH, 28β30 July 2026
3οΈβ£ Airlift keeps expanding: RwandAir went to a 4th weekly KigaliβParisβBrussels rotation from 1 August; Kenya Airways took NairobiβGatwick from 3 to 5 weekly.
π― So what: seats are growing faster than rate discipline. More capacity into the same demand pool pressures lead-in fares β protect ADR before it's competed away.
π· RwandAir / Kenya Airways schedules, effective Julyβ1 Aug 2026
π THE DEEP DIVE β Competing destinations
With the rand weak, comparable Big Five safari runs 30β60% cheaper in South Africa than in Kenya or Tanzania for the same lodge tier; Kruger's day fee sits near US$33. As EA's cost base rises, that price gap widens on its own.
π― So what: you are not only competing with the camp down the river β you're competing with a currency. Sell scarcity, guiding and access, not a rate card that can't win on price.
π· 2026 operator cost guides / ZAR-USD
π‘ 30/90-DAY DEMAND CALENDAR
β’ 12β13 Aug β US CDC s.362 Ebola order renewal decision. β Brief agents now; assume the ban persists.
β’ 15 Aug β EPRA fuel price review (Kenya). β Lock August transfer & generator quotes before the 15th.
β’ ~28 Aug β Uganda completes its 42-day EVD all-clear. β Have "Uganda is clear" collateral ready to fire.
β’ Early Sept β KNBS & UBOS August CPI land. β This is the cost-gap number to quote in rate negotiations.
β’ 25β27 Sept β Uganda park free-entry days. β Package add-on nights around the waiver.
β’ 25 Oct β Yas Zanzibar Marathon (~10,000 runners). β Release event rates and minimum-stays now.
β’ AugβOct β Mara/Serengeti peak crossing. β Hold rate discipline; don't discount into peak.

At 19:00 EAT tonight, the US State Department's rendered Kenya advisory page still reads "Travel Advisory March 17, 2025", and Eastleigh and Kibera are still Level 3 "Reconsider Travel" β not "Do Not Travel". The page did not move all day. Meanwhile Citizen Digital's advisory story, published 18 March 2025, now carries a modified date of 2 August 2026 and is resurfacing as if it were fresh news.

Verified 2 Aug: Kenya L2/L2 (US/UK), Uganda L4/L3, Tanzania & Zanzibar L2/L1, Rwanda L3/L2. Not one level moved this week.
π― So what: A confirmed "no change" is a licence to hold rate. Tanzania and Zanzibar still carry the region's cleanest advisory profile β price it.

DRC's Bundibugyo outbreak continues; Uganda declared its own over on 28 July but still sits at US Level 4.

π¨ EA HOSPITALITY PULSE β Morning Brief
π Monday, 3 August 2026 | π°πͺπΉπΏπΊπ¬π·πΌ
No new story clears the gate this morning β so here's what's still true, what's moving underneath, and a forecast call of ours that lands today.
βββββββββ
1οΈβ£ THE "NEW" KENYA ADVISORY IS A 502-DAY-OLD ARTICLE
On 25 July we predicted the Kenyan press would report the 29 July US advisory re-issue by today. It hasn't. What's recirculating instead is a Citizen Digital piece published 18 March 2025 β its metadata silently re-stamped "modified 2 August 2026" β resurfacing in search as if current. The text is the old advisory. We read the primary page ourselves this morning: travel.state.gov still dates Kenya "March 17, 2025" and still lists Eastleigh & Kibera as Reconsider Travel (Level 3), NOT "Do Not Travel". No outlet has independently covered the re-issue.
π― So what: if a guest or agent forwards a scary "new" Kenya warning this week, check the byline date before you reassure or discount. Most of what's circulating is 18 months old.
π· City | Kenya | Confirmed
2οΈβ£ STILL TRUE: KENYA LEVEL 2, BOARD UNCHANGED
The US holds Kenya at Level 2 (Exercise Increased Caution); the UK is unchanged too. Even AI search summaries are now mis-reading the county Do-Not-Travel list onto Eastleigh/Kibera β the primary page does not. Last verified 3 Aug.
π― So what: no basis to move rate or security messaging on Kenya this week. Hold.
π· All | Kenya | Confirmed
3οΈβ£ COST PULSE: THE PUMP-PRICE PLANNING WINDOW
EPRA holds Nairobi diesel at KSh 222.86/L and super at KSh 214.03/L through 14 August β but only because the state is propping it (Petroleum Development Levy plus the 8% petroleum VAT rate extended to 14 Oct). KES steady at 129.30/USD; reserves at 6.0 months' cover.
π― So what: lock safari-transfer and generator-fuel contracts now, before the 15 Aug EPRA review and the October VAT cliff. This is calm before a likely step-up.
π· Bush | Kenya | Confirmed
βββββββββ
π‘ RADAR β WEEK AHEAD
β’ 12 Aug β US CDC Β§362 Ebola entry order expires; watch renewal and whether Uganda stays listed
β’ 15 Aug β EPRA fuel review (our calls P025/P028 resolve)
β’ 19β21 Aug β Hotel Expo Kenya, KICC Nairobi β a city-hotel compression window
π¬ Seen a "breaking" Kenya advisory this week? Check the date β then tell us where you saw it.

No new story clears the gate this morning β so here's what's still true, what's moving underneath, and a forecast call of ours that lands today.

Hold.
