While the Kalibr carriers seems to mostly still operate out of Novorossiysk, other ships never really "abandoned" Sevastopol, despite that being a popular interpretation.

@TomasOndrejka1: There is a long history behind these agreements with the first being signed with the Soviet Union in 1975.

Both Russian and Norwegian scientists supply the data and assessments behind the quotas and now there usually aren't any big scientific disagreements.
