There is a big difference between pledged and delivered. Not all PDA was delivered. Around $30 to $32 of the $34.0 billion in PDA has been delivered. ~1/3rd of USAI orders are yet to be delivered

The numbers for military aid I gave were exact. $65.9 billion in military aid for Ukraine was pledged since February 24th, 2022, according to the White House, and $52 billion of it was delivered, meaning it’s in Ukraine

I have linked below the USAI commitments and orders. The article you link shows all the aid approved by Congress, but not all of it was pledged, and not all the pledged was delivered. This means there are still several billion that Trump can use in PDA and USAI for Ukraine that neither Trump nor Biden have pledged.

The $69.8 billion number you are providing is what was approved by Congress for Ukraine but not entirely pledged by the US President nor delivered
