As a tabletop, it can still be useful in forcing European countries to stake stock, realize what the stakes are, and get shaken out of the current paralysis.

However, there's a long way from here to forces on the ground, as part of a "deal".

"Interrogations were the worst—electric shocks, beatings with clubs, and suffocation with plastic bags. They filled the bags with rags, placed them over our heads, and only removed them when we were about to lose consciousness. They also used pillowcases filled with water—covering our faces to make us drown.
