Ukraine is taking a big risk by even telling the Biden Admin this. If "last ditch" is an accurate characterization, then we'll soon find out if Zelenksy is put in the position of having to call Biden's bluff or not.

This is false. 5 systems were promised but only Germany is confirmed to have delivered a PATRIOT. The Romanians have stated they are not in a hurry to deliver a PATRIOT, and there is no indication that Italy has acted on the SAMP/T either. The United States and the Netherlands are hopefully in the process of delivering on their commitments, but to say that all 5 have been delivered is just not supported by evidence.
