The Tuapse Oil Refinery is improtant due to it being connected to a port on the coast of the Black Sea. The refinery produces 240,000 barrels of oil per day

ATACMS took out MiG-31s and other fighter jets that launched missiles constantly at Ukraine, they also took out fuel depots at the air base and an S-400 air defense system which will now need to be replaced with another system from else where. Striking oil refineries is important because that is the main source of income for Russia to fund the war. Striking oil depots, ports, and fuel storage is important because that is logistics and part of how Russia fuels equipment, naval ships fighter jets. Now money there will be less money for Russia to fund the war, and that money would be going to repair these facilities. All these strikes have an impact on the war if targets are struck consistently.
These strikes have morale impacts, economic impacts, increasing costs to repair facilities, impacts on air defenses, fuel storages for naval and transport ships, impacts on trade and exports, logistical impacts, impacts on Russian companies, it has impacts on air defenses which need to be brought to defend targets, impacts on missiles and ammunition storage. It forces Russia to divert more resources to a problem that only becomes bigger with more strikes.
Minimizing every strike Ukraine does is ignoring the problems it creates for Russia, because Russia isn’t there saying what you are that it doesn’t matter. They are diverting air defenses and significant amounts of money and resources to defend, replace, and repair equipment and targets that get destroyed. Russia does the same to Ukraine by striking their oil depots, their power plants, and other targets in order to create more problems for Ukraine to have, so Ukraine is doing that in return to create problems for Russia.
