Hard to answer the decoy question on the spot, but this is definitely a 🇷🇺 5N63S radar struck by a 🇷🇺 Lancet loitering drone.

I geolocated this video of a Russian S-300 targeted by Russian loitering munition to Kostomarove, Kherson region. This S-300 TEL appeared at the location in late August while the area was under Russian control. Cords: 47.0290, 33.2402
