Intresting. Official explanation by the Tula Government:

"working to update the documents for supplying the population with food and non-food products. Such work is provided for by the current legislation and is planned"

A result of the basic regime or economic mobilization?

Additional images showing damage to the rear of the Tu-22M3 (RF-34110) bomber, loaded with a Kh-22 missile, ready for use.
The vehicle standing nearby is in fact not a fuel truck, but the APA-80 engine starting vehicle.

The bomber will not fly anywhere without serious repair.

Another photo of that same damaged fuel truck and Tu-22M3 bomber. It looks like this came close to a catastrophic loss. 12/

Alexander Kots says that Tu-141 Strizh UAVs were used to attack Engels airbase. If they were actually launched from Ukraine and managed to strike a target that deep in Russian territory, there will likely be some serious questions of Russian PVO.

Tu-141 are 1970s technology. If Russian radar and air defenses could not defeat a Tu-141 that flew hundreds of miles from hitting its main airbase for its strategic bombers in a war setting, that doesn't bode well for its ability to stop a mass cruise missile strike.

@ChrisO_wiki Yeah, I think employment mistakes account for many of the errors. But this should be one of the most sensitive locations for the Russian military to defend.
