What are the actual obstacles, not the bureaucratic ones, preventing a real, rapid increase of production of something as simple as basic 155 HE shells?

@Tatarigami_UA Yeah, and the reason Russia was developing the Kurganets-25 and Bumerang was to have IFVs and APCs with better crew/dismount protection than the Soviet-era BMPs.
