The name of one of the escaped soldiers is Maksim. 

Colleagues of the escaped Russian soldiers contacted us and confirmed that yesterday at around 15:00 three soldiers indeed ran away from the Obuz-Liasnouski training ground.

According to their fellow soldiers, one of them is Maxim Z., born in 1996 or 1997.
In addition, yesterday at around 17:30, one of the soldiers was seen near Baranavichy, 20 km from the training ground.

They also say that in the morning, “military commandant”– soldiers with red and green stripes – were spotted walking in Baranavichy.

My interpretation, based on the Tass article, is that the new diplomatic clearance regime is for territorial waters, meaning the straits such as Kara Gate, Vilkitsky Strait, Sannikov Strait and Dimitry Laptev Strait.

While a notable development, the practical impact may be low.

At 11:55, a government VIP-aircraft Dassault Falcon 7X (reg.number RA-09007) of the Special Flight Squad “Russia” entered the Belarusian airspace.
At the moment, it’s flying towards Minsk. It’s unknown who is on board.

@MaMLSod This challenges UNCLOS, innocent passage and the Russian baseline claims are challenged, at least by the US. The status of the straits is contested too.

However from a practical perspective, I suspect none to very few Western state vessels have ever sailed through them.
