@CameronJJJ I wouldn't take away too much from of this report.
My interpretation is that some AS-15s/Kh-55s may have been used as decoys, prehaps set up as one would for live-fire exercises.
Don't see a nuclear angle on this, based on the original reports from around November 17th and 18th
