I think is this is largely because Sergey Lavrov has little influence in the Kremlin's decision-making regarding the war compared to Burn's counterpart, Sergey Naryshkin.

@joshtpm I think it is more that Putin kept the planning for the war incredibly compartmentalized. Only Kremlin officials who had a national security portfolio had advance warning. I think that is still likely true, so Naryshkin and Patrushev are better officials to talk to.

@mgerrydoyle I think Ukraine is focused on taking terrain and/or defeating the Russian military (and thus its ability to hold Ukrainian territory), not undermining Putin's credibility.

@pwnallthethings That was the point I was trying to make. Patrushev and Naryshkin are better officials to meet, so their US counterparts will be the ones meeting them, which is why Burns and Sullivan are having these conversations and not Blinken.

@pwnallthethings Exactly. I was responding to the comment that Burns is acting as a diplomat. In this specific case, he's playing that role because his counterpart in Russia is the right person to talk to, not because his or Blinken's roles have changed.
