I don't think this is a trap as some people have suggested. Russia has been taking steps to prepare to abandon the area over the past few weeks and they would risk spooking front line units that they would be abandoned without making this announcement. 3/

@wartranslated Possible, but this war will likely be more protracted if Russia can withdraw its units from the right bank in good condition. It can then reinforce areas in the Donbas where Ukraine has been advancing. I think Ukraine will try to prevent that.

This is also one of the reasons why a ceasefire is not in Ukraine's interests. Ukraine has military advantages right now while Russia is trying to train/equip mobilized soldiers and procure more arms from Iran. Further Ukrainian gains make it more likely this war ends sooner. 4/
