Also, this NOTAM doesn't cover over land at the Pemboy Test Range, which is a typical target area for air launched missiles during tests and exercises.

@Northern_Sentry I just try to be careful and avoid speculation and base my analysis on the few facts available.

If it turns out that this area indeed is for some kind of live firing, I would call that in itself a cause for alarm. The context matters too.
