I think the biggest issue for Russia keeping forces on the other side of the Dnipo is that it doesn't appear to have the forces necessary to stop further Ukrainian advances elsewhere and mobilization won't provide additional forces immediately (unless they deploy conscripts).

Even if this is a unique case because the mobilized man lives in Lipetsk, which isn't far from the border, if mobilized units are deployed too soon and suffer heavy casualties, that will just make the mobilization even more unpopular.

If Russia deploys mobilized units immediately, they will be of minimal value. I think Russia had the choice of holding Kherson on the other side of the Dnipro in the short-term while putting the rest of the front at risk, or retrenching from Kherson.
