The Moscow Times confirmed that this board is real. Human rights advocates say that 300 members of the 136th Motorized Rifle Brigade laid down their arms in March, and that 150 contract soldiers from the 5th Tank Brigade refused to fight.(h/t @ChrisO_wiki)
