Russian Foreign Ministry says that Russian forces will be conducting a systematic series of strikes on the capital of Ukraine, Kyiv, in response to the Ukrainian drone attack on the Luhansk State Pedagogical University located in Russia-occupied town of Starobilsk, Ukraine's Luhansk Oblast.
The Russian side called on foreign citizens, personnel of diplomatic missions and international organizations to leave Kyiv as soon as possible.

As for enforcement against the "shadow fleet", a term that's being used way too broadly now, only against suspected stateless- or false flagged ships can robust legal justification be found.
Being on someone's sanctions list isn't enough if legitimately registered somewhere.

RT @KyleJGlen: Satellite imagery of the tank farm shows that the site is relatively intact after the Ukrainian attack. Just one tank appears to have been destroyed and another damaged. A perfect example of how FIRMS can be misinterpreted.
