No European country signed the INF Treaty, which has been dead for years now in any case. This isn't a good excuse.
France already has a naval cruise missile comparable to the Tomahawk. The problem is that it was procured in such tiny, irrelevant quantities, and production had shut down.
European governments have deliberately chosen not to have a credible conventional deterrent, and that choice has not substantially changed over the past 4 years. It could easily be a decade before they can field a conventionally armed very long range strike capability in meaningful quantities. https://twitter.com/ChassNews/status/2051924969978741058#m
