During the Biden Admin, Talon procurement fell to record lows; a casualty of the Admin's defense budget cuts in real terms. This graph doesn't paint the full picture of how bad missile defense procurement was back then though. We have to look at their budget requests.

The Biden Admin requested a mere 44 Talons across their 4 budget requests (FY22-FY25), compared to a cumulative production capacity of 392. Supplemental funding & Congressional increases boosted that to 123, but that's still a paltry figure relative to production capacity.

US orders were so low under Biden, that the MDA had taken actions to mitigate a possible production shut down. Saudi Arabia's Foreign Military Sales order, and a prior order by the UAE have been keeping the line operating at a good pace, preserving the production capacity.

In January the Trump Admin announced a framework agreement with Lockheed Martin to quadruple production capacity to 400 per year. They have since signed agreements with key subcontractors too: BAE for seekers and L3Harris for solid rocket motors & attitude control systems.

The Trump Admin, in their FY2027 budget request, is asking for an unprecedented 857 Talons. For comparison, about 1000 have been produced to date since the start of the program. This is a request that reflects the reality of the global security environment.

Previous Admins could and should have taken these steps in the past though. A lot of time has been wasted, and the ballistic missile defense system atrophied significantly during the Biden Admin. This is really just trying to catch the US up, not get ahead.

When the defeatists blame US industry for this problem, they're ignoring the fact that the government has at no point really asked them for enduring growth in production capacity. It doubled during the Trump Admin, but most of that capacity went unused by Biden.

Industry could have increased it further at any time, but there was never any demand. Missile defense interceptors are an exquisite capability that can't be sold to anyone if the US doesn't end up buying as many as expected. They aren't apples.

This applies to all other defense articles too. The first framework deal was actually for PAC-3 MSE, and a thread will be forthcoming on it and other munitions in the future. Multiyear procurement (MYP) works, and it works even better at scale & for longer durations.

The Trump Admin is asking for 15 separate MYP authorizations, including 3 low cost cruise missile programs that each encompass multiple different munitions. This is the solution. It's been staring everyone in the face and getting ignored, until now.

There is much in the request that should be scrutinized and Congress should deploy their scalpel as needed. Talon, and all of these other munitions are an example of where the Admin has it right though. Appropriate the funds, sign the contracts and let industry cook.

RT @bekamaciorowski: Yesterday at approximately 13:00, two KAB-250 aerial bombs struck my medical point.

The first detonation occurred while I was on the porch organizing medical supplies. Inside, my nurse @once_upon_a_travel_nurse was caring for recovering servicemen, assisted by @ryeioww. Another female soldier was preparing food. Two servicemen under active care were present, including one with severe combat injuries resulting in blindness and loss of function in one leg.

Immediately after the first strike, my nurse and I established verbal contact and confirmed that all personnel were alive. Without hesitation, the team responded with discipline and composure. We began evacuating the wounded from the structure, moving them across the street while coordinating transport for further evacuation.

During this process, a second bomb struck.

The second impact, a FAB-250, is a 250-kilogram high-explosive aerial bomb carrying approximately 120 kilograms of...

RT @Gerashchenko_en: "Ukrainian drones have improved" - Russian "Z-correspondents."

"There has been a major shift in drone warfare on the front. Ukraine has fielded a new generation that is creating serious logistical challenges.

From what is currently known, these drones operate both day and night. They are silent - only audible in the final seconds during a dive, as seen in the video. They are not detected by standard detectors and are resistant to electronic warfare. The build quality is very high; these are serially produced, military-grade systems.

There is also a version suggesting they may be controlled not by operators, but by AI. If they are deployed by a relay-wing platform operating via Starlink, their operational range is very large. They are very fast, and it’s impossible to outrun them," Z-blogger Sergey Kolyasnikov said.

Fire Point.
