This is one of the ways PURL works. If the US sells defense articles from its stocks for immediate delivery to Ukraine, then the PURL funds would be used to replace those stocks. Nothing is being diverted in that scenario.

@deaidua: If Ukraine wants something from US stocks, PURL can buy it for them. Those PURL funds pay for the purchase, and the US then uses those funds to replace (if necessary) what was sold. That's one of the ways the program works.
