@ColbyBadhwar: To be clear, this is not a new idea. Feinberg was working on munitions supplemental as early as July 2025. A $28 billion munitions supplemental was actually sent to Congress at the end of last year.

The framework agreements that the Department started signing with industry before Epic Fury started have created an immediate need for additional funding. The FY2026 base budget and reconciliation funds alone don't adequately resource these new agreements.

So even without Epic Fury, they would be sending Congress an updated request.
