Йдеться не про те, щоб залучити більше іноземців до участі у бойових діях. Йдеться про те, щоб більше іноземців залишалися у строю. Щомісяця понад 250 іноземців приїжджають в Україну воювати, так триває з 2023 року. Проблема полягає в тому, щоб іноземці залишалися довше ніж на 6 місяців і не розривали контракти. Наразі Україна не змогла належним чином використати потенціал іноземців, оскільки значний відсоток розриває контракти після 6 місяців, а потім або підписує нові (що займає ще 2–4 місяці), або залишає країну. Слід зосередитися на тому, щоб іноземці залишалися довше, забезпечуючи нижчу плинність кадрів порівняно з ресурсами, вкладеними у їхнє залучення та підготовку, а не просто вербувати більше іноземців.
