This is somewhat similar to air defense bubbles you see on maps that show max effective ranges. Units that operate at further ranges from the front line will typically only go after specific high-value targets (armor, artillery, etc.). As you get closer to the front line, other targets are more likely to be attacked like UGVs, ATVs, infantry, etc. since there is a greater quantity of UAV units that can operate at this range. There is also a seasonal dimension. Infiltration tactics are less effective in the winter, so Russian advances will likely increase with warmer weather as long as Russia can sustain recruitment. Baring an imminent deal, Russia may feel an incentive to continue the war until next winter.
