@redbirdsglory: Geography favours us a bit here. You don't have many in your neighborhood beyond Japan, but I am aware of the historical reasons why that isn't the easiest path.
Seems to be a wish here to also bring Canada into the closer group, in particular on the naval side with the sub program, and they are also an Arctic nation.
