1. Accuracy - the CEP is up to 300 to 500 meters, and the MIRVs are spread out randomly in a 200 meter radius
2. Warhead - Russia has yet to field operational conventional warheads for Oreshnik, and is still deploying unarmed or inert MIRVs
3. Production Quality - manufacturing uses components that are outdated which increases the probability of failure and makes it harder to improve the missile.
4. Production Quantity - Russia has a very small number of Oreshnik missiles and production isn’t high and is expensive. It’s more of a propaganda weapon, than one that can accurately be used to cause serious damage to a target.
