@SapperJaeger: Generally brigade -> division expansions are only on paper at the beginning and the units are being filled over time.

For example, the 122nd Motor Rifle Regiment of the 68th MRD only had 6 Companies instead of the standard 9 as of september 2025.

Another example: 25th CAA only had a Engineer Battalion at the beginning which got expanded to Regiment size in 2025.
