From the brief explanation given by the Panama government in this story, it appears that Panama deleted the tanker from its registry after it loaded in Venezuela while spoofing its location. It was "not following the rules". Thus the tanker was effectively flagless and stateless after it sailed, allowing the US to intercept and interdict.

Reading between the lines, Panama is cooperating with the US. Such swift and immediate detection of spoofing and fast-track deletion when you have a registry of 9000-plus ships is highly unusual in my experience of tracking flag states and their response to deceptive shipping practices.

Normally flag states (and insurers) will get in touch with the owners, await an explanation, with deletion a last resort. (and normally there's a 30-90 day notice period).

What does this mean? Any tanker, whether it is sanctioned or not, that is calling at Venezuela to load crude without a licence is clearly at risk. If that tanker deploys deceptive shipping practices (and most are), and is flagged in a jurisdiction that will cooperate with the US (and most will) then once on the high seas, they could find themselves flagless -- and vulnerable.

@partizan_oleg: It sounds like he decides several aspects of these attacks, and most importantly when/if to do them. And there is the problem, the whole idea of mech attacks toward dobropillya are questionable. there are very few roads, many anti tank obstacles and rivers that funnel the vehicles through narrow approaches (he also didn't allocate engineering vehicles for many attacks). furthermore, there are no good places to accumulate vehicles nearby, the whole section north of ocheretyne is farmland with small settlements, the columns leave from ocheretyne and are spotted early by Ukrainian recon very far back.
Also, many Russian advances came from focusing on and exploiting weaker Ukrainian lines, poor coordination and wedging between areas of responsibility. In dobropillya, there is none of that.
All in all, the tactical execution of these attacks matters less if the overall conditions are already quite unfavourable

During the night of 23 December (from 18:00 on 22 December), the enemy carried out a combined strike against critical infrastructure facilities of Ukraine, using strike UAVs and air- and ground-launched missiles.

In total, Air Force radar units detected and tracked 673 aerial attack assets — 38 missiles and 635 UAVs of various types, including:

•635 Shahed and Gerbera types (400 of them were Shahed UAVs);
•3 Kh-47M2 “Kinzhal”;
•35 cruise missiles Kh-101 / Iskander-K.

The air attack was repelled by aviation, surface-to-air missile troops, electronic warfare units, unmanned systems units, and mobile fire groups of the Defense Forces of Ukraine.

💥 According to preliminary data, as of 11:30, air defense forces destroyed / suppressed 621 aerial targets:

•587 enemy UAVs of the Shahed and Gerbera;
•34 cruise missiles Kh-101 / Iskander-K.
