Kommersant learned some of the details from the former Chief of the Main Communications Directorate and Deputy Chief of the General Staff Lieutenant General Vadim Shamarin's pre-trial agreement in his corruption case. He said officials were receiving bribes from companies in order to receive procurement contracts. He said Colonel General Khalil Arslanov was the leader and the system of corruption was in place when he arrived in 2016. In one case, he says a general with a personal interest concluded a contract to purchase 130 UAVs to serve as retransmitters for Azart radios to extend their range from 4-5km to more than 15km for Russian units in Ukraine in 2022. But tests showed that the UAVs had serious shortcomings, and they solved the Azart's range with power amplifiers and antennas. The UAVs were sent to Ukraine but were either not used or used in an ISR role, not to perform their original purpose.
