@mikchukwu: It is consistent. Both the geolocation, photo, and the video from the building point to a successful strike.
In the initial photo of the back end of the missile and the cones, which are cut in half for some reason, another cone cut to the ground appears photoshopped. However, that may just be some old cone that they put there. Who knows maybe they don’t have a couple of normal cones to put there.
After a deeper analysis with more evidence, a geolocation right next to the building that was hit, the visible successful separation of the ATACMS submunitions, the strike was confirmed as successful.

According to a presidential decree, deputy defense ministers Yunus-Bek Yevkurov and Viktor Goremykin were both given the rank of army general; deputy defense minister Andrei Bulyga, commander of the South Group of Forces Aleksandr Sanchik, and VKS deputy commander Andrei Semenov received the rank of colonel general; deputy commander of the Navy Vladimir Vorobyov received the rank of admiral, and Akhmat spetsnaz commander Apti Alaudinov received the rank of lieutenant general.
