Ukraine has already received hundreds of ATACMS, which could have been used to good effect on targets in Russia if Biden would allow it.
As for readiness, if the "expired" inventory was absolutely essential to US OPLANs, then they would have SLEP'd all those missiles, but they didn't. That suggests that DoD made a determination that they aren't essential. https://twitter.com/JacquiHeinrich/status/1849235702845739214#m
