This should have been done at the outset of the war. USAI funds have been very poorly utilized by the DoD.

🇺🇸🇺🇦 With 3 months left in Biden's term, and $4.725 billion in PDA left to execute, it would make sense if they intend to announce a ~$400 million package every week. That would draw it down to zero. The trouble is delivering it all by then.

Some categories of defense articles are substantially depleted; others not so much, but a lot of equipment that could theoretically be provided is not in operational condition. Now is not the time to solving that problem, a plan to address that needed to be in place two and a half years ago.
