Just because ammonium nitrate can be used as an explosive does not mean it is suitable for use as military grade explosive filler for artillery shells. Modern ammunition is almost entirely TNT, IMX, RDX, HMX, PBX. AN may be an additive in some mixtures but they aren't filling shells with 100% AN.

@omandoss @ed2aa1a76f354e8: The difference is that JASSM is already integrated with F-16 and the provision of JASSM is being actively considered. Taurus integration with Gripen is only theoretical and Germany will never provide it.
