This is incorrect. Russian Su-25 attack aircraft are almost exclusively flying at low altitudes (and on a daily basis in the Donbas) and there are several videos of Su-34 and Su-30SM doing the same.

There have been a number of pictures of Ukrainian jets flying at low altitude. This is much harder as you have less time to react to any problem, but it helps with cover and concealment. It might also indicate another reason for Ukrainian success in the air war. https://t.co/iJ5o2OeKKE

To note, the project is suspended due to the current situation and lack of time, but it will be finished one day.
I wanted to complete the Eastern Military District but it ran away to Belarus; now it's running away from the Kyiv Oblast 🤷
